 Special Meeting of the Scioto Township Trustees on Thursday, June 19, 2025 at 3:30 P.M. at the Scioto Township Service Center.

Trustees Present: Chair Fannin, Jahn, and Wolfe

Purpose:  Discuss re-zoning of 11079 Coontz Road and the annexation of 344+or- Acres owned by S&G  and Lighthouse Church into the Village of Commercial Point.

Jahn moved to waive the review of the previous meeting minutes.  Wolfe seconded the motion.  Vote:  All Yes.  Motion Carried.

Fannin told the people in attendance that the hearing for the re-zoning had been closed.

Fannin asked Pete Griggs grounds for objection to the annexation.  Griggs read the 7 criteria for the objection to the Trustees.

The Trustees want to see a service agreement from the village as to how the section of Gibson Road that is adjoining the annexation will be maintained.

Griggs told the Board that if the Township objects to the annexation on the basis of the service agreement then the property owners can fix the agreement and re-file for the annexation.

The Trustees agreed the objection based on the service agreement will not hold much merit with the commissioners in their decision on the annexation.

Griggs told the Board that they need to begin talks with the village on a CEDA or an NCA to help fund the fire department and gave examples of townships that have done this.

The Trustees recessed the meeting for 5 minutes to allow people in attendance to fill out request to speak forms.

Fannin ended the recess and asked everyone to be respectful of the person speaking.

Wendy Sizemore told the board that the process has been started so there will not be a segmented road.  She told the Trustees that there was a maintenance agreement 3 years ago when this property was first petitioned for annexation.  This agreement included road, schools TIFs etc.

Sizemore told the Board that she and Mr. Struckman own property on all 4 sides of the village and they want a nice development.

Todd Casey spoke in opposition to the annexation.  He spoke on the service agreement and the roads not being able handle the increased traffic.  Mr. Casey asked if the service agreement can only be for the roads being annexed.  Fannin and Jahn said that the Township cannot require the village to fix township roads.

Perry Dowdy spoke in opposition to the annexation citing road safety and traffic problems.

Cory Wasmus spoke in opposition to the annexation citing over crowding schools and traffic safety.  Wasmus said that he contacted the Pickaway County Commissioners and was told to ask the Trustees to object to the annexation

Fannin said that he does not see a reason to object to annexation.

Wasmus told the Board that there is a new mayor in the village that has voted no the annexation twice.

Griggs said that the Trustees have 25 days from the time the petition to annex was signed to object.  Wolfe asked when the time starts.  Griggs answered June 5, 2025.

Monica Frank spoke in opposition to the annexation citing traffic safety and the bridge on Gibson Road.  That was repaired by the county that is only a one lane bridge.

Fannin said that per legal council the Township can only do so much.

Jahn said that the Trustees must consider the property rights of all the residents, and the decision to object will be based on advice from legal council.

Wolfe said that if there is a development that it must be put in the right way.

Fannin moved to adjourn the special meeting.  Jahn seconded the motion.  Vote:  All Yes Meeting Adjourned
