Regular Meeting of the Scioto Township Trustees; Thursday January 4th, 2024 @ 7:00 P.M. at the Scioto Township Service Center.
Trustees Present; Chair Wolfe, Fannin, Jahn
Brill led the Pledge of Allegiance.
Fannin moved to approve the minutes from the December 28th, 2023 Regular Meeting. Wolfe seconded the motion. Vote; Wolfe-yes, Fannin-yes, Jahn-abstain. Motion Carries.
There were no bills or receipts to report this meeting.
OPEN SESSION; Drew Esposito from the HR Firm Clemmons Nelson addressed the Trustees about their services. Clemmons Nelson has been in business for 50 years representing the public sector, the township will have a dedicated account manager for its needs, they offer all types of training. There will be a $250.00 a month retainer.
Resolution 24-001; Jahn moved to go into Executive Session for Contract Negotiations and Personnel issues, and invite Chief Cline and Assistant Chief Bennett. Wolfe seconded the motion. Roll Call Vote; Wolfe-yes, Fannin-yes, Jahn-yes. Motion Carries.
Jahn moved to go back into Regular Session. Fannin seconded the motion. Vote; All Yes. Motion Carries.
Resolution 24-002; Jahn moved to enter into the contract with Clemmons Nelson. Fannin seconded the motion. Vote; Wolfe-yes, Fannin-yes, Jahn-yes. Motion Carries.
DEPARTMENT UPDATES; Fire-Resolution 24-003; Jahn moved to extend the probationary period of Captain Dan Hayes until June 23rd, 2024. Fannin seconded the motion. Vote; Wolfe-yes, Fannin-yes, Jahn-yes. Motion Carries.
Chief Cline reported that Engine 401 is out of service for brake issues and an axle swap. The chiefs vehicle is at Dart Automotive to replace the ball joints and with electric issues. Cline has applied for a grant for new bullet proof vests and new Toughbook laptops in 2024. Cline provided the Trustees with the run statistics for 2023, there were 414 Fire runs and 1253 EMS runs with 398 of these being to the prison in 2023. Cline told the board that there are 2 warehouses expected to start in the spring with one more soon after. Jahn asked if the ARP funds can be used to purchase the bullet proof vests and Toughbook’s if the grant is not received? Brill answered they could.
Zoning- Zoning Inspector Schulz reported he has sent a letter to the property owner who has piled dirt in the ditch on Thrailkill Rd. Wolfe also went to their residence to speak to them. Schulz told the Trustees that there is a zoning hearing on Jan. 16th for a lot split on Gibson Rd. The zoning commission will also decide on the Graham Rd. Ravines project on the 16th. Schulz has also received more complaints about the property on Rush Rd. Schulz met with the property owner and he sees no problem with the property.
Cemetery- Nothing to report.
Roads-Fannin reported a broken hydraulic line on a plow truck. The batteries were replaced in the back-hoe. Murphy and Hudson have been berming township roads and filling potholes. They have also been preparing to plow snow. Fannin told the board that the back-hoe needs new rear tires. Fannin said that he would like to look into the township purchasing a new back-hoe and replacing the F-550 dump truck due to their age and use. Jahn and Fannin will contact different vendors about replacing these pieces of equipment. Fannin said that he would like to look into purchasing an attachment for the skid steer loader to plow snow at the service center and the new fire station. Chief Cline told the board that the UTV that the dept has isn’t big enough to plow the lot. Cline said that the dept. will take care of the sidewalks. Jahn suggested parking the F-350 at the station to plow the parking lot.
Jahn met with the Pickaway Co. Engineer about the Gibson Rd. projects. Phase 3C North of St. Rt. 316 has been awarded, and Phase 4A South of St. Rt. 316 may be awarded this year. The culvert just South of 316 has been removed from the project. Jahn told the Trustees replacing the culvert can be a joint project with the county. The township will pay for the materials and the county will do the work, and size the culvert. Jahn said a Request for Assistance form needs to be submitted to the county engineer. Fannin also wants to have the county look at the bridge on Thompson Rd. East of Commercial Point Rd. Resolution 24-004; Jahn moved to approve a Request for Assistance form for the culvert on Gibson Rd. South of St. Rt. 316. Fannin seconded the motion. Vote; Wolfe-yes, Fannin-yes, Jahn-yes. Motion Carries. Resolution 24-005; Jahn moved to approve a Request for Assistance form for the bridge on Thompson Rd. East of Commercial Point Rd. Wolfe seconded the motion. Vote; Wolfe-yes, Fannin-yes, Jahn-yes. Motion Carries.
Fannin told the board that he has contacted Steven Smith from the Pickaway Co. Engineers office about purchasing salt along with Pickaway Co. direct from ODOT. Fannin will call Chris Mullins about the alleys in the former village that the township wants to vacate.
The Trustees discussed the carryover of personal days by the road employees. The Trustees said that there is no issue with the personal days carrying over as long as they don’t exceed 40 hours.

The Trustees discussed the following changes to the township fee schedule;
- Remove maximum length from driveway pipe rules.
- Increase amount of Non-Resident Cemetery Lots from $1000.00 to $1500.00
- Fee for Headstone Foundations to $.50 Sq Inch
- No Charge Permit for AG Buildings
Resolution 20-022; Jahn moved to approve these changes. Fannin seconded the motion. Vote; All Yes. Motion carries.
Wolfe will contact GPD for the corrections on the Surveys and Easements for the OPWC project.
Cory Wasmus addressed the Trustees about the Township website. He will come back to a future meeting to give the Trustees a price.
The Trustees will set up a time to interview for open positions on the zoning commission and BZA.
