Regular Meeting of the Scioto Township Trustees; Thursday May 2nd, 2024 @ 7:00 P.M. at the Scioto Township Service Center.

Trustees Present; Chair Jahn, Fannin, Wolfe.

Wolfe led the Pledge of Allegiance.

Fannin moved to approve the minutes from the April 18th Regular Meeting. Wolfe seconded the motion. Vote; All Yes. Motion Carries.

Bills since the last meeting $82,830.29 Receipts since the last meeting $1,347,468.36.

Reports made available; Fund Status, Payment Listing, Receipt Listing.

I certify there are sufficient funds to pay the bills.

Fannin moved to pay the bills. Wolfe seconded the motion. Vote; All yes. Motion carries.

OPEN SESSION- Lexi Heidish from P-3 was in the audience to speak to the board about the Smart Growth initiative to address infrastructure and growth in Pickaway Co. Jahn asked about using the grant to help pay for a land use plan in the township.

Bruce Roese had the rest of the prices for the Trustees summer road repair list.

Resolution 24-073; Fannin moved to have Roese Bros. seal the roads in Beckett Cemetery for $8600.00. Wolfe seconded the motion. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.

Resolution 24-074; Jahn moved to have Roese Bros. Mill and Fill Walker Rd. for $14,180.00. Fannin seconded the motion. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.

Resolution 24-075; Jahn moved to have Roese Bros. AsphaltPrarie Lane for $30,000.00. Fannin seconded the motion. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.

Resolution 24-076; Jahn moved to have Roese Bros. AsphaltSouthfield Dr. for $30,500.00. Fannin seconded the motion. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.

Resolution 24-077; Jahn moved to have Roese Bros. AsphaltWillow Rd. for $18,100.00. Fannin seconded the motion. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.

Resolution 24-078; Jahn moved to have Roese Bros. repair the entrance to the township service center for $61,840.00, and the West parking lot of the service center for $57,220.00. Fannin seconded the motion. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.

DEPARTMENT UPDATES; Fire- Assistant Chief Bennett asked the Trustees to hire Kaleb Mullins as a part time firefighter. Resolution 24-079; Jahn moved to hire Kaleb Mullins as part time firefighter. Fannin seconded the motion. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.

Bennett told the board that Medicount is now the townships EMS billing company starting May 1st. Bennett told the Trustees that the fireworks permit had been signed by Chief Cline and Police Chief Jordan.

Bennett made a request to the Trustees to purchase 2 new Toughbook computers for the department using ARP funds. Resolution 24-080; Jahn moved to use ARP funds to purchase 2 new Toughbook computers for $5405.24. Wolfe seconded the motion. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.

Jahn told the board that a bid package for new radios has been approved by the Pickaway Co. 911 commission.

Fannin spoke on fire and EMS contracts with neighboring townships.

Zoning- Zoning Inspector Schulz told the Trustees that the signs on State routes are the responsibility of ODOT. They have been notified that the township would like to have Zoning Enforced signs on the state highways in the township. Schulz has sent out a letter to the owner of the property located at 7381 Hudson Rd. for inoperable motor vehicles. The caretaker is willing to do what he can to start the clean-up. Schulz told the Trustees that there is a BZA hearing next week for variances on 2 properties.

Zoning con’t- Schulz told the board that the remedies have been started on the properties located at 13056 Walker Rd. and 14601 Commercial Point Rd. There will be a 30 day check up on both properties on May 7th. Schulz has had 1 permit since the last meeting.

Roads- Road Supervisor Murphy reported that he and Hudson have been picking up litter, repairing potholes and mowing the service center and cemeteries. In the shop they have been repairing equipment and getting ready to begin mowing township ditches.

Cemetery- Hudson and murphy have been picking up litter, topping off graves and mowing.

OLD BUSINESS-The Trustees are still reviewing the policies and procedures manual.

Fannin reported that Auctioneer Dave Pritchard has the appraisal for the rest of the park property finished and it is at the Pickaway Co. Prosecutors office.

The Trustees discussed the bylaws for the Pickaway Co. DAC. Resolution 24-081; Jahn moved to approve the DAC bylaws. Fannin seconded the motion. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.

The record retention policy will be discussed next meeting after the BZA meeting.

Resolution 24-082; Jahn moved to approve the Solid Waste District for Pickaway and Ross Co. Fannin seconded the motion. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.

The Trustees discussed the comments made during the vote on Graham Rd. Ravines. The comments were made about Split Rock. Split Rock Court was done per the code.

NEW BUSINESS- Wolfe presented the board with a list of discussion points to be used with the Village of Commercial Point. The Trustees will discuss these further at the next meeting.

Resolution 24-083; Re-Allocation $3000.00 from Salaries to Repairs and Maintenance Chief’s Vehicle in Fire. Motion by Jahn. Second by Fannin. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.

Resolution 24-084; Re-Allocation $2500.00 from Salaries to BWC in Fire. Motion by Jahn. Second by Wolfe. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.

With no other business to come before the board Wolfe moved to adjourn. Fannin seconded the motion. Vote; All Yes. Meeting Adjourned.
