Regular Meeting of the Scioto Township Trustees; Thursday October 17th, 2024 @ 7:00 P.M. at the Scioto Township Service Center.
Trustees Present; Chair Jahn, Fannin, Wolfe.
Wolfe led the Pledge of Allegiance. Fannin moved to approve the minutes from the October3rd Regular Meeting. Wolfe seconded the motion. Vote; All Yes. Motion Carries.
Reports made available; Fund Status, Payment Listing, Receipt Listing.
Bills since the last meeting $180,905.38. Receipts since the last meeting $414,033.49.
I certify there are sufficient funds to pay the bills.
Fannin moved to pay the bills. Wolfe seconded the motion. Vote; All Yes. Motion Carries.
OPEN SESSION- Commercial Point Mayor Goldhardt attended the meeting to discuss the opening of the roads between the Southern Point community and Scioto Crossing. Jahn asked Goldhardt if the village would repair the streets after the barriers were removed, Goldhardt said that the contractors have left, but the village would take care of 50% of the repairs. Wolfe said he would like to see the barriers removed due to the safety factor. Fannin said the only thing that bothers him is the increased traffic on the township roads. The Trustees discussed starting with Arledge St. then Mahogony. Jahn will contact Roese Bros. for a price. The Trustees discussed the various Commercial Point projects on St. Rt. 104.
DEPARTMENT UPDATES; Fire- Assistant Chief Bennett told the Trustees that Chief Cline wants to apply for the SAFER Grant. He needs a resolution from the Trustees to hire a grant writer at a cost of $6500.00. Resolution 24-151; Jahn moved to hire Fire Grants Expert to apply for the SAFER Grant for a cost of $6500. Wolfe seconded the motion. Vote; Jahn-yes, Fannin-no, Wolfe-yes. Motion Carries.
Bennett told the board Clines equipment replacement goals for the dept. Cline would like to purchase a power cot and rail system in late 2026, and place an order for a new medic to replace the 2015 medic in early 2026 to be delivered in late 2026 or early 2027. Bennett discussed the costs of the township HRA. Bennett told the Trustees that Scioto Township is officially the first department in Pickaway Co. to be ready for the MARCS July 2025 deadline.
The fire dept. is interested in the old Ford Explorer for training purposes.
Zoning-Zoning Inspector Schulz reported that he has been working with a property owner on Coontz Rd. on a conditional use permit for a venue. Schulz told the board that a sketch for the Grahm Rd. Ravines was denied by the Planning Commission until it follows Scioto Township and Pickaway Co. standards, they also received letters from the Prosecutors office and Planning Commission.
Jahn told the board that he has talked to the Engineers office about the vacated alleys in the former village and nothing has been done yet.
Schulz told the Trustees that the Zoning Commission will meet Oct. 29th and they should have their list together of changes they would like to see in the zoning book for that meeting. Schulz also said that he has had 2 permits since the last meeting.
Roads- Road Supervisor Murphy reported that he and Hudson have been installing a culvert on Gibson Rd. cleaning up downed tree limbs, cleaning up litter on township roads and repairing signs. In the shop they received 98 tons of road salt, maintaining equipment, mowing the service center and getting ready for the last round of ditch mowing.
The Trustees discussed the remaining portion of Gibson Rd. North of Walker. The Trustees would like for the township to do the preparation for the widening and re-paving. They discussed the removal of the tree growing in the R-O-W. Penningtons Tree Service gave Wolfe a price of $750.00 to remove the tree. The Trustees decided to have them do it. The Trustees also discussed the re-grading of a portion of the ditch on Split Rock Ct., they decided to have the road crew work on it as soon as time permits.
Cemetery- Wolfe reported that the road crew has been mowing the cemeteries. Wolfe also reported that the headstone foundations were poured.
OLD BUSINESS- The Trustees have not heard anything from the owners of the post office about them purchasing the remainder of the park property. The prosecutors office will contact them.
Wolfe has not heard back from Mr. Cline about the columbariums.
NEW BUSINESS- Resolution 24-152; Re-Allocation $400.00 from Uniform Tool and Eq. Re-Imbursements to Trash Removal in Fire. Motion by Jahn. Second by Fannin. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.
Resolution 24-153; Re-Allocation $3000.00 from Salaries to Electricity in Fire. Motion by Jahn. Second by Fannin. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.
Resolution 24-154; Re-Allocation $2500.00 from Salaries to Operating Supplies in Cemetery. Motion by Jahn. Second by Fannin. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.
Resolution 24-155; Approve PO and Payment to Compton Garage Doors for $3200.00. Motion by Jahn. Second by Wolfe. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.
Resolution 24-156; Jahn moved to go into Executive Session for Contract Negotiations and invite Assistant Chief Bennett and Fiscal Officer Brill. Fannin seconded the motion. Roll Call Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.
Jahn moved to go back into Regular Session. Wolfe seconded the motion. Vote; All Yes. Motion Carries.
Resolution 24-157; Jahn moved that beginning Jan. 1st, 2025 the township HRA be used for Medical Use Only, Dental and Vision will not be included. Fannin seconded the motion. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.
