Regular Meeting of the Scioto Township Trustees; Thursday April 3rd, 2025 @ 7:00 P.M. at the Scioto Township Service Center.
Trustees Present; Chair Fannin, Jahn, Wolfe.
Jahn led the Pledge of Allegiance.
Jahn moved to approve the minutes from the March 19th Regular meeting. Wolfe seconded the motion. Vote; All Yes. Motion Carries.
Jahn moved to approve the minutes from the March 24th Special Meeting. Wolfe seconded the motion. Vote; All Yes. Motion Carries.

Bills since the last meeting $107,783.01. Receipts since the last meeting $375,656.17.

OPEN SESSION; Holly Matte from Crossroads Community Planning addressed the Trustees about updating the zoning code. Jahn said that Griggs told the board that they should have guidance updating the code. Jahn said that there are several things that need to be addressed in the book. Matte will send a proposal to the Trustees.
DEPARTMENT UPDATES; Fire- Chief Cline asked the Trustees for a resolution to hire Spencer Stoll as a part-time firefighter. Resolution 25-042; Fannin moved to hire Spencer Stoll as part-time firefighter. Jahn seconded the motion. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.
Cline told the board that mutual aid was given to Harrison Twp for a structure fire. Cline has been reviewing sprinkler additions to BJ’s warehouse. The lease for the training facility needs to be signed. Cline discussed the purchase of a new medic with the Trustees. The truck would cost $359,727.00 and would be delivered in mid-2027 if ordered now. Cline would make the 2019 F-550 a back-up and sell the 2015. There is a grant from Ohio BWC that would pay for half of the cost of a Stryker Cot system for the new medic. Resolution 25-043; Jahn moved to place an order for a new Lifeline F-550 Medic for $359,727.00. Fannin seconded the motion. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.
Zoning-Zoning Inspector Schulz reported that the Zoning Commission approved the Storer re-zoning and the Trustees will hear it on April 17th. The BZA had a hearing for a variance on March 25th and it was tabled until a future date. The property that will be applying for a conditional use on Coontz Rd had their inspections approved by Pickaway Co. and they should receive their operating permit next week. Schulz also reported that the meeting for the Graham Rd. Ravines official proposal will be May 13th. Schulz told the board that he has had 1 nuisance complaint for 8540 Scioto Darby Rd and 3 permits since the last meeting.
Roads- Road Supervisor Murphy reported that he and Hudson have been repairing potholes, picking up litter along township roads, repairing signs and doing spot berming. There was a road closure on Matville. Rd due to a downed power pole. In the shop they have been doing equipment repair and maintenance and cleaning the shop.
There was discussion on the Williamson Coontz Rd driveway, the board discussed moving it to the South to keep it from becoming a hidden driveway due to the building. Fannin will contact Griggs.
The Trustees discussed the summer road repairs at length to decide which roads were in need of the most attention and could fit within the township budget.
Resolution 25-044; Jahn moved to hire Strawser to do pavement repairs to Borror Rd. for $87,745.35. Fannin seconded the motion. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.
Resolution 25-045; Jahn moved to hire Strawser to do pavement repairs in Southern Point for $26,361.84. Wolfe seconded the motion. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.
Resolution 25-046; Jahn moved to have Strawser crack seal Southern Point for $14,949.00. Wolfe seconded the motion. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.
Resolution 25-047; Jahn moved to hire Roese Bros to repair the Service Center parking lot for $74,715.00 to come from the General Fund. Wolfe seconded the motion. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.
Resolution 25-048; Jahn moved to hire Roese Bros. to repair the Service Center parking lot for $56,925.00 to come from the General Fund. Wolfe seconded the motion. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.
Resolution 25-049; Jahn moved to hire Roese Bros. to repair the Service Center parking lot for $26,150.00 and $26,120.00 to come from the General Fund. Fannin seconded the motion. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.
Resolution 25-050; Jahn moved to hire Roses Bros to repair Williams Rd. for $40,645.00. Wolfe seconded the motion. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.
The Trustees discussed having the township repair the edges of Graham Rd. that were damaged earlier this spring. They will also discuss any other road repairs at a later meeting.
Cemetery- Murphy and Hudson have done the spring seeding. The new hires for the mowing will start Monday. Wolfe reported 8 foundations to pour this spring. Wolfe will contact different townships and sales people about the columbarium.
OLD BUSINESS- The Trustees will give the owners of the post office the remainder of the 45 days to respond to the remainder of the park property.
NEW BUSINESS- Resolution 25-051; Re-Allocation $1500.00 from Improvement of Sites to Purchased Services in Cemetery. Motion by Jahn. Seconded by Fannin. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.
During the recent storms there was a window leak in the Fiscal Office. Brill will look for contractors.
The Trustees discussed an open position on the BZA.
