Regular Meeting of the Scioto Township Trustees on Thursday, August 21, 2025 @ 7:00 P.M. at the Scioto Township Service Center.
Trustees Present: Chair Fannin, Jahn, and Wolfe
Assistant Chief Bennett led the Pledge of Allegiance.
Jahn moved to approve the minutes from the August 7th Regular Meeting. Wolfe seconded the motion. Vote: All Yes. Motion Carries.
Reports made available: Fund Status, Payment Listing, and Receipt Listing
Bills since the last meeting- $191,017.58. Receipts since the last meeting-$58,404.30
I certify there are sufficient funds to pay the bills.
Jahn moved to pay the bills. Wolfe seconded the motion. Vote: All Yes. Motion carries.
The Trustees opened the bids for the Graham Road edge project.
Strawser Paving submitted a bid totaling $169,940.00.
Shelly submitted a bid totaling $193,473.48.
Roese Brothers submitted a bid totaling $186,784.00
All 3 bids were in the 10% parameter of the $180,000.00 estimated cost of the project.
Resolution 25-100: Jahn moved to enter into the contract with Strawser Paving for the Graham Road edge project for $169,940.00. Fannin seconded the motion. Vote: Fannin-yes, Jahn-yes, and Wolfe-yes. Motion Carries.
OPEN SESSION: Cory Wasmus spoke on the Road Service Agreement for the Gibson Road development and future developments. Wasmus said that the big items such as repair and maintenance are left off the Service Agreement for later and that these must be complete before annexation.
Jahn said that many times the Service Agreement is between the Village and developer and describe the Services the Village will provide.
DEPARTMENT UPDATES: Fire-Assistant Chief Bennett reported a large barn fire on August 14th. Scioto Township was assisted by several neighboring departments. Bennett told the board that the department was present to welcome the students of Scioto Elementary back to school.
Bennett said that the SCBA compressor is out for repair. The quote was for $5740.00. One of the Stryker cots is being repaired under the maintenance plan that was purchased. Bennett said the training fire went excellent.
Zoning- Fannin read Zoning Inspector Schulz’s report that the Pickaway County Planning Commission has approved the Preliminary plans for the Graham Ravines development on August 12th. Schulz sent a certified letter to the property owner at 13283 Matville Road and was given a 30-day notice to remove the nuisance.
Schulz informed the board that he received a letter concerning a property located at 12930 Gibson Road. The letter states that there is a business being operated from the property without the required permits. Schulz has had 3 permits since the last meeting.
Road- Road Supervisor Murphy reported that the road crew has been working on picking up litter, mowing ditches, repairing potholes, repairing and replacing signs and cleaning up an Ash tree.
In the shop they have been mowing the Township properties, getting ready for winter, and repairing equipment. They did a road cut on Graham Road for a drainage tile.
Cemetery- The road crew has been mowing the cemeteries and leveling graves.
The new Section 7 in Beckett Cemetery has been laid out in preparation of the new Columbarium.
The Trustees and Fiscal Officer discussed the website and why the minutes from the June 19th and June 26th meetings have not been posted to it.
Brill read a statement that he had discussed with Pickaway County Commissioner Gary Shearer. Shearer had asked Brill and the Trustees for a point of clarification in the official minutes from the June 19th meeting. The point of clarification will be included in the official minutes from this meeting.
Commissioner Gary Shearer called me Monday evening concerning the meeting minutes from the June 19th Special Meeting. His main concern was that he wanted to make sure that the township knew that the statement “Wasmus said that he contacted the Pickaway County Commissioners and was told to ask the trustees to object to the annexation” did not imply that the commissioners were coaching Wasmus on objecting to the annexation. I went on to tell him that until this very second that I had never thought of this statement from that perspective, this statement in the minutes was from the perspective that an objection to the annexation by the trustees was simply a tool that could be used by township to object to the annexation, not as a coaching method.
Resolution 25-101: Jahn moved to amend the minutes from the June 26th Regular Meeting by changing the comments made by Cory Wasmus in the Open Session portion of the meeting to read “Wasmus spoke on his first amendment rights” instead of “Wasmus spoke in Opposition to the annexation”. Wolfe seconded the motion. Vote: Fannin-yes, Jahn-yes, and Wolfe-yes. Motion Carries.
Webmaster Cory Wasmus was instructed by the Trustees to post the minutes from these 2 meetings to the website.
OLD BUSINESS: Jahn delivered the survey of the remainder of the park property to the Pickaway County Prosecutors Office.
Zoning book-
Jahn sent a draft of the Road Service Agreement to Pete Griggs office to be reviewed. The Trustees thanked Mayor Geiger for working the Township.
NEW BUSINESS: Jahn noted that some of the monuments in Section 1 of Beckett Cemetery were in need of repair. The Trustees will review and discuss at a later meeting.
Brill reminded the board that a resolution establishing Section 7 in Beckett Cemetery.
Resolution 25-102: Jahn moved to establish a Section 7 in Beckett Cemetery. Wolfe seconded the motion. Vote: Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.
Resolution 25-103: Jahn moved to go into Executive Session for hiring of personnel. Fannin seconded the motion. Roll Call Vote: Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.
Jahn moved to go back into Regular session. Wolfe seconded the motion. Vote: All Yes. Motion Carries.
Resolution 25-104: Fannin moved to hire Randy Callahan as a Full-Time Road/ Cemetery employee at $20.00/hour with 1 year probation to get his Class A CDL License and his pesticide license. Jahn seconded the motion. Vote: Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.
With no other business to come before the board Jahn moved to adjourn. Wolfe seconded the motion. Vote: All Yes. Meeting Adjourned.

Special Meeting of the Scioto Township Trustees on Thursday, June 19, 2025 at 3:30 P.M. at the Scioto Township Service Center.
Trustees Present: Chair Fannin, Jahn, and Wolfe
Purpose: Discuss re-zoning of 11079 Coontz Road and the annexation of 344+or- Acres owned by S&G and Lighthouse Church into the Village of Commercial Point.
Jahn moved to waive the review of the previous meeting minutes. Wolfe seconded the motion. Vote: All Yes. Motion Carried.
Fannin told the people in attendance that the hearing for the re-zoning had been closed.
Fannin asked Pete Griggs grounds for objection to the annexation. Griggs read the 7 criteria for the objection to the Trustees.
The Trustees want to see a service agreement from the village as to how the section of Gibson Road that is adjoining the annexation will be maintained.
Griggs told the Board that if the Township objects to the annexation on the basis of the service agreement then the property owners can fix the agreement and re-file for the annexation.
The Trustees agreed the objection based on the service agreement will not hold much merit with the commissioners in their decision on the annexation.
Griggs told the Board that they need to begin talks with the village on a CEDA or an NCA to help fund the fire department and gave examples of townships that have done this.
The Trustees recessed the meeting for 5 minutes to allow people in attendance to fill out request to speak forms.
Fannin ended the recess and asked everyone to be respectful of the person speaking.
Wendy Sizemore told the board that the process has been started so there will not be a segmented road. She told the Trustees that there was a maintenance agreement 3 years ago when this property was first petitioned for annexation. This agreement included road, schools TIFs etc.
Sizemore told the Board that she and Mr. Struckman own property on all 4 sides of the village and they want a nice development.
Todd Casey spoke in opposition to the annexation. He spoke on the service agreement and the roads not being able handle the increased traffic. Mr. Casey asked if the service agreement can only be for the roads being annexed. Fannin and Jahn said that the Township cannot require the village to fix township roads.
Perry Dowdy spoke in opposition to the annexation citing road safety and traffic problems.
Cory Wasmus spoke in opposition to the annexation citing over crowding schools and traffic safety. Wasmus said that he contacted the Pickaway County Commissioners and was told to ask the Trustees to object to the annexation
Fannin said that he does not see a reason to object to annexation.
Wasmus told the Board that there is a new mayor in the village that has voted no the annexation twice.
Griggs said that the Trustees have 25 days from the time the petition to annex was signed to object. Wolfe asked when the time starts. Griggs answered June 5, 2025.
Monica Frank spoke in opposition to the annexation citing traffic safety and the bridge on Gibson Road. That was repaired by the county that is only a one lane bridge.
Fannin said that per legal council the Township can only do so much.
Jahn said that the Trustees must consider the property rights of all the residents, and the decision to object will be based on advice from legal council.
Wolfe said that if there is a development that it must be put in the right way.
