Regular Meeting of the Scioto Township Trustees on Thursday, August 7, 2025 at 7:00 P.M. at the Scioto Township Service Center.

Fannin moved to approve the minutes from the July 10th Regular Meeting. Wolfe seconded the motion. Vote: Fannin-yes, Jahn-abstain ,Wolfe-yes. Motion Carries.
Jahn moved to approve the minutes from the July 23rd Regular Meeting. Wolfe seconded the motion. Vote: Fannin-abstain, Jahn-yes, Wolfe-yes Motion Carries
Jahn moved to approve the minutes from the July 31st Special Meeting. Fannin seconded the motion. Vote: All Yes. Motion Carries.

OPEN SESSION: Cory Wasmus presented a public records request.
Dave Cline spoke on the new Columbarium and pouring the concrete.
DEPARTMENT UPDATES: Fire- Cline reported Engine 401 is getting decals installed next week, work is to be done under warranty. Engine 401 had a leveling valve installed.
Lt. Huffman conducted a vehicle operations course last week for all fire employees.
RCS Heating and Cooling was out to update the quote for the tube heater in the new fire annex.
The training fire is scheduled for August 20th. The house has been prepped.
Resolution 25-093- Fannin moved to go into Executive Session for Contract Discussion and invite Chief Cline. Wolfe seconded the motion. Roll Call vote: Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.
Fannin moved to go back into Regular Session. Jahn seconded the motion. Vote: All Yes. Motion Carries.
Zoning: Zoning Inspector Schulz reported a Certified Letter was sent to the property owner of 13283 Matville Road. They were given a 30-day notice correct the nuisance.
The Solar amendment recommendations from the Zoning Commission were forwarded to Pete Griggs for review.
Schulz reported 1 permit since the last meeting.
Roads: Road Supervisor Murphy reported the road department has been picking up litter, spraying weeds, trimming trees, mowing township ditches and replacing signs.
In the shop they have been doing maintenance on equipment and mowing the Service Center and the cemeteries.
Fannin told the board that Callahan is working to get his CDL. Fannin said he received a call from a resident on West Ford Road that has a plastic culvert that is curling up on the ends. The Trustees will investigate.
The Trustees discussed the RUMA letter from the Pickaway County Engineer. The RUMA is for a project with AEP. The Trustees signed the RUMA with no objections.
Fannin said that he has had conversations with Mayor Geiger about a road maintenance agreement on Gibson Road. The Trustees discussed who would be responsible for what if an annexation divides a Township Road. The Trustees agreed they would not have an issue with plowing snow on a divided road. There were discussions on major road repairs. The Trustees will discuss this further at a future meeting.
The Trustees discussed a Lease Option Contract for a Cell Tower at the Fire Station property. The Lease option is from Cell Site Capitol.
Resolution 25-095: Fannin moved to enter into a Lease Option with Cell Site Capitol for a potential Cell Tower on the Fire Station Property. Jahn seconded the motion. Vote: Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.
Wasmus asked for a copy of the Lease Option Contract. The Trustees explained that this was only a draft since it has not been signed by Cell Site Capitol yet. After discussion by the Trustees and a Legal opinion the trustees agreed to give Wasmus a draft copy.
Cemetery- The road crew has been mowing, spraying, and topping off graves. Wolfe reported a funeral.
OLD BUSINESS: Jahn has contacted the Pickaway County Prosecutors Office about the remainder of the park property, but has not received a reply.
The Graham Road Edge project has bee re-advertised and the bids will be opened at the Regular Meeting on 21st.
The Employee Policies and Procedures manual was discussed and the Trustees would like to see revisions to both the Road Worker I and II descriptions including but not limited to pesticide license and Class A CDLs.
Resolution 25-096- Jahn moved to approve the Road Worker I and II descriptions with amendments. Fannin seconded the motion. Vote: Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.
The Board is waiting on Griggs for revisions to the Zoning Code. Jahn wants to have a special meeting and invite Holly Matte to work on the Code.
NEW BUSINESS: Resolution 25-097: Re-Allocation of $5,000.00 from Uniform Tool and Equipment Re-Imbursement to Other Professional and Technical Services in Fire. Motion by Fannin. Seconded by Jahn. Vote- Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.
Resolution 25-098: Approve PO and Payment to All-American Fire Equipment for $5320.27. Motion by Fannin. Seconded by Jahn. Vote: Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.
Wolfe discussed the Township Website telling the board that the Ohio Township Association is putting out an approved website for all Ohio Townships the beginning of 2026.
With no other business to come before the board Wolfe moved to adjourn. Jahn seconded the motion. Vote: All yes. Meeting Adjourned
