Regular Meeting of the Scioto Township Trustees; Thursday August 8th, 2024 at 7:00 P.M. at the Scioto Township Service Center.
Trustees Present; Chair Jahn, Fannin, Wolfe.
Jahn led the Pledge of Allegiance.
Fannin moved to approve the minutes from the July 25th Regular meeting. Jahn seconded the motion. Vote; All Yes. Motion Carries.
Reports made available; Fund Status, Payment Listing, Receipt Listing.
Bills since the last meeting $394,240.54. Receipts since the last meeting $37,281.56.
I certify there are sufficient funds to pay the bills.
Jahn moved to pay the bills. Fannin seconded the motion. Vote; All Yes. Motion Carries.
OPEN SESSION; Todd Hurley from Grove City IT was in attendance to discuss the new township security system. The Trustees and Hurley discussed the security system for the service center. Hurley went over the system and matched to the PO’s.
DEPARTMENT UPDATES; Fire- Chief Cline reported that the county EMA directors position is currently open and the township is looking for a person to program and repair the radios. Jahn asked Hurley if Grove City IT could do it. Hurley told the board that they could set up a touchless update system for the radios. Hurley will look into the pricing and get back to the trustees.
Cline told the Trustees that the dept. attended the national day out at Southern Point and will be greeting the students at the first day of school. The firefighters are almost complete with the state required fraud reporting, Cline is still tracking down a few part-timers.
Resolution 24-120; Jahn moved to go into Executive Session for Contract Negotiations and invite Chief Cline. Wolfe seconded the motion. Roll Call Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries. Jahn moved to go back into Regular Session. Wolfe seconded the motion. Vote; All Yes. Motion Carries.
Zoning-Zoning Inspector Schulz reported that he is working with the county engineer on the alleys in the former village. They told Schulz that they could not find the paperwork. Brill gave the Trustees the resolutions and dates that the township requested that the county abandon the alleys. Jahn will attend a commissioners meeting to discuss the problem with them.
Schulz told the board that the planning commission meeting for Graham Rd. Ravines will be held August 13th. Schulz told the board that he has had 2 applications since the last meeting.
Roads- Road Supervisor Murphy reported that the 3rd round of mowing township roads has started. Murphy and Hudson have been picking up trash on the roads. Murphy reported that they picked up a load of trash at the intersection of West Ford and Gibson. The Trustees discussed the matter with Lt. Hempstead from the Sheriffs office, he will look for an address in the trash to file a complaint. The road crew has replaced a stop sign that was vandalized.
In the shop they have been mowing grass where needed, repairing equipment, and cleaning equipment and the shop.
Cemetery-Wolfe reported 6 foundation orders for fall pour, so far. There was a funeral on July 29th. The road crew has been spot mowing and cleaning the cemeteries.
OLD BUSINESS; The Trustees have not heard anything about the sale of the remainder of the park property. Schulz will speak to the prosecutors office about it.
The Trustee will address the DAC board members at the Sept. 22nd Regular meeting.
The dead tree at the intersection of Matville and Burgett Rd’s will be removed Sept. 16th.
NEW BUSINESS- Resolution 24-121; RE-Allocation $25,000.00 from Machinery Equipment and Furniture to Contracted Services in General. Motion by Jahn. Seconded by Fannin. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.
Resolution 24-122; Re-Allocation $5310.00 from Motor Vehicles to Uniform Tool and Equipment Re-Imbursement in ARP. Motion by Jahn. Seconded by Fannin. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.
Resolution 24-123; Approve PO and Payment to All-American Fire Equipment for $5310.00. Motion by Jahn. Seconded by Wolfe. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.
Resolution 24-124; Re-Allocation $25,000.00 from Salaries to Buildings in Fire. Motion by Jahn. Seconded by Wolfe. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.
Resolution 24-125; Approve PO and Payment to Darby Creek Excavating for $21,000.00. Motion by Jahn. Seconded by Wolfe. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.
The Trustees decided that the township would not elect to receive any further Opioid Settlement claims since Chief Cline doesn’t have a use for the money that fits the criteria of the settlement.
The Trustees will be attending the hearing with the Pickaway Co. Budget Commission on August 27th @ 11:00 a.m. in Circleville to discuss the apportionment of property taxes. Brill will post the meeting.
