Regular Meeting of the Scioto Township Trustees; Thursday Feb 20th, 2025 @ 7:00 P.M. at the Scioto Township Service Center.

Trustees Present; Chair Fannin, Jahn, Wolfe.

Fannin led the Pledge of Allegiance.

Jahn moved to approve the minutes from the Feb. 6th Regular Meeting. Fannin seconded the motion. Vote; Fannin-yes, Jahn-yes, Wolfe-abstain. Motion Carries.

Reports made available; Fund Status, Payment Listing, Receipt Listing.

Bills since the last meeting $264,839.61. Receipts since the last meeting $56,129.66.

I certify there are sufficient funds to pay the bills.

Jahn moved to pay the bills. Fannin seconded the motion. Vote; All Yes. Motion Carries.

OPEN SESSION- Michael Pennington spoke to the Trustees about trees in the former village. Fannin said that most of the trees are the property owners responsibility. The Trustees will go look at the trees in need of attention then call the property owners. The Trustees are still waiting on a call from the landowner to address the trees on Burgett Rd.

Brandon Hill from the Mankin Smith Group introduced himself to the board and told them he is working with Commercial Point on their revised land use plan.

Mr. Cline was in attendance to tell the board that the price of columbariums may be going up due to the tariffs.

DEPARTMENT UPDATES; Fire- Assistant Chief Bennett reported that he is coordinating a public safety day on June 14th at the Commercial Point Homecoming. He spoke to Rosenbauer about Engine 401. He is waiting on the paint estimate, the repairs to the rear end have been completed. The Central Ohio Fire Chief’s meeting was held at Scioto Township Fire. The Commercial Point Police conducted a class at the station last week along with agencies from across the area. Bennett told the board that there has been a lot of interest in the barn bid. Bennett presented a price for a undercarriage wash to the board, Fannin would like to compare prices.

The Trustees discussed hand held MARCS radios for the road dept. with Bennett. Fannin said that in his opinion the township needs 2 handhelds. Resolution 25-024; Fannin moved to purchase 2 handheld N-50 radios with lapel mics to go along with the truck radios. Jahn seconded the motion. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.

Zoning- Schulz reported that he has several potential lot splits and variances. Schulz told the board that the Coontz Rd. Conditional Use has been approved and stamped by the county and the property owners are calling for inspections. There has been no update on the Graham Rd. Ravines subdivision of the vacated alley’s in the former village. Schulz told the Trustees that he has had 1 permit for a residence since the last meeting and 1 ROW permit since the last meeting. Jahn asked him to continue to work on using Industrialized Units as Accessory Buildings. 

Roads- Road Supervisor Murphy reported that he and Hudson have been doing snow and ice removal, repairing potholes, picking up litter and repairing signs. In the shop they have been repairing and cleaning equipment. They picked up snow plow wear blades, and cold mix for pothole repairs.

The Trustees put together a summer road repair list. They discussed taking Burget Rd. as an OPWC project in 2026. The roads discussed as summer road repairs are; Dietrich, Mattox and Stevens, McCord, Hiner and Borror, Lane, Rush, Orient Alley’s, Grahm Rd. Culvert, Williams and Graham. The Trustees will take their lists to different contractors for prices. The Trustees asked the Pickaway Co. Engineers office for a price to top coat Snyder Rd. Resolution 25-025; Jahn moved to work thru the Pickaway Co paving program for Snyder Rd. at a cost of $182,000.00. Wolfe seconded the motion. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.

The Trustees had a question about prohibiting thru trucks on township roads. Captain Hempstead from the Pickaway Co. Sheriff’s office was in attendance and he said this would be hard to enforce. Fannin said that he would like for the road crew to start on the unpaved portion of Gibson Rd. North as soon as possible.

Cemetery- The road crew has been doing regular winter cemetery maintenance.

OLD BUSINESS- The Trustees will speak to neighboring property owners about the remainder of the park property if the owners of the post office will not respond.

NEW BUSINESS- The Permanent Appropriations workshop is Feb. 21st @ 9:00 A.M.

Resolution 25-026; Approve PO and Payment to CDW-G for $3187.80. Motion by Fannin. Seconded by Wolfe. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.

Jahn has been working with the Pickaway Co. Engineer to find an electronic version of the map of the storm sewers in the former village, so they can be cleaned. Fannin said there is also a catch basin lid that needs to be repaired/replaced.

Jahn has prices for a new dump truck. The Trustees would like to advertise the 1991 International in the Ohio Township Association magazine. Resolution 25-027; Jahn moved to list the 1991 International dump truck in the OTA magazine for $35,000.00 and the township will separate. Fannin seconded the motion. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries. The board will give the information about the truck to Brill for the advertisement.

Resolution 25-028; Fannin moved to go into Executive Session for Personnel Matters and Contract Negotiations and invite Chief Cline and Assistant Chief Bennett. Jahn seconded the motion. Roll Call Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.

Fannin moved to go back into Regular Session. Jahn seconded the motion. Vote; All Yes. Motion Carries.

With no other business to come before the board Fannin moved to adjourn. Wolfe seconded the motion. Vote; All Yes. Meeting Adjourned.
