
Regular Meeting of the Scioto Township Trustees: Thursday, June 26, 2025 @ 7:00 P.M. at the Scioto Township Service Center.
Trustees Present: Chair Fannin, Jahn, and Wolfe
Brill led the Pledge of Allegiance
Jahn moved to approve the minutes from the June 12th Regular Meeting. Wolfe seconded the motion. Vote: All Yes. Motion carries.
Bills since the last meeting $202,982.75. Receipts since the last meeting $66,455.81.
Reports made available: Fund Status, Payment Listing, Receipt Listing.
I certify there are sufficient funds to pay the bills.
Jahn moved to pay the bills. Wolfe seconded the motion. Vote: All Yes. Motion Carries.
OPEN SESSION: The Trustees gave each speaker on the proposed annexation 3 minutes to address the Board.
Corey Wasmus spoke in opposition to the proposed annexation.
Amanda Wasmus spoke in opposition to the proposed annexation citing the Service Agreement on Gibson Road.
Monica Frank spoke in opposition to the proposed annexation citing Gibson Road in her opinion is not wide enough and the bridge that the county repaired is only a one lane bridge.
Mike Waters spoke in opposition to the Coontz Road re-zoning.
Elizabeth Fleming spoke in opposition to the proposed annexation and the involvement of the school system.
DEPARTMENT UPDATES: Fire-Assistant Chief Bennett told the Board that there is a water cool-down event scheduled for tomorrow at 12:30. Bennett told the Board that BJ’s warehouse fire line is complete and all inspections are done. The new fire department annex is complete.
Zoning: Zoning Inspector Schulz reported that he has been working on 2 nuisances on Durrett Road. 1 for junk cars that was not a nuisance since the cars were not junk cars. And 1 for tall grass that the property owner has already corrected. Schulz reported 6 permits since the last meeting.
Roads: Road Supervisor Murphy reported that he and Hudson have been picking up litter, mowing Township ditches, addressing a weed complaint on Magnolia and Wingate. A property owner on Walker Road installed a Steel driveway pipe that needs to be replaced with a concrete or N-12 pipe since steel is not a permitted pipe, per Township rules.
There is a steel culvert at the intersection of Walker and Gibson Road’s that is not long enough. The Trustees discussed how to correct the issue since the ditch is not deep enough to accept a larger culvert. Fannin will speak to the property owner to figure the solution in the right-of-way.
Cemetery- No update
Old Business: Graham Road repairs- The Trustees discussed repairing 3 feet not to exceed 4 feet of repairs on each side of Graham Road and milling down 6 inches. They will top coat the repairs with 1.5 inches of type 1 asphalt.
NEW BUSINESS: Resolution 25-085- Approve PO and Payment to All-American Fire Eq. for $5550.00. Motion by Fannin. Seconded by Jahn. Vote: Fannin-yes Jahn-yes Wolfe-yes. Motion Carries.
Re-zoning of 11079 Coontz Road 5.00 Acres from Ag to S.U. Fannin said that he wanted to make sure all property owners rights were considered.
Wolfe gave the reasons he opposed this re-zoning:
1- No comprehensive plan
2- Lack of development plan
3- Noise complaints
4- Incompatibility with surrounding area
Resolution 25-086- Fannin moved to disagree with the zoning commissions motion to deny and approve the re-zoning of 11079 Coontz Road owned by Anthony Repeta. Jahn seconded the motion.
Fannin spoke about the Zoning Commissions reasoning about the septic issue. Fannin said there is no reason the existing septic system cannot be used for the venue if approved by the health department for that specific use.
Jahn asked Griggs if both sides of the re-zoning had the right of appeal to the decision of the Trustees. Griggs spoke about the referendum process for the people opposing the re-zoning, but said Repeta has no right of appeal.
Roll Call Vote: Fannin-yes Jahn-yes Wolfe-no. Motion carries.
The Trustees discussed the objection to the 344+ or – Acres owned by S&G development to the Village of Commercial Point.
Fannin spoke on his reasoning to the annexation being a maintenance agreement for Gibson Road. The township has a Service Agreement but in his opinion it does not address road maintenance.
Griggs said that the Trustees have a resolution prepared by him for the objection to the annexation.
Jahn said that he is also objecting due to a road maintenance agreement.
Wolfe spoke on the road maintenance agreement and establishing a NCA with the village to help fund the fire department.
Fannin said that this is a village issue that got passed on to the Township and if the road maintenance issue is corrected the Pickaway County Commissioners will most likely approve the annexation
Resolution 25-087; Jahn moved to object to the annexation of 344+ or – acres, owned by S&G Commercial Point and Lighthouse Community Christian Church, to the Village of Commercial Point. Wolfe seconded the motion. Roll Call Vote; Fannin-Abstain, Jahn-Yes, Wolfe-Yes. Motion Carries.
With no other business to come before the board Jahn moved to adjourn the meeting. Wolfe seconded the motion. Vote; All yes. Meeting Adjourned.
