Regular Meeting of the Scioto Township Trustees; Thursday March 6th, 2025 @ 7:00 P.M. at the Scioto Township Service Center.
Trustees Present; Chair Fannin, Jahn, Wolfe.
Fannin led the Pledge of Allegiance.
Jahn moved to approve the minutes from the Feb. 20th Regular Meeting. Wolfe seconded the motion. Vote; All Yes. Motion Carries.
Jahn moved to approve the minutes from the Feb. 21st Special Meeting. Fannin seconded the motion. Vote; All Yes. Motion Carries.
Reports made available; Fund Status, Payment Listing, Receipt Listing.
Bills since the last meeting $131,304.04. Receipts since the last meeting $11,087.82.
Jahn moved to pay the bills. Wolfe seconded the motion. Vote; All Yes. Motion Carries.
I certify there are sufficient funds to pay the bills.
OPEN SESSION; Michael Pennington from Penningtons Tree Service was in attendance to ask the Trustees about his quotes for tree removal. Fannin said that he has not received a response from the property owner on Burgett Rd. The Trustees would like for the road crew to address he trees in the former village. Pennington gave the board a price for cutting down 2 trees, trimming several trees and removing 6 stumps in the Presbyterian Cemetery of $5850.00. Resolution 25-029; Wolfe moved to accept Penningtons price of $5850.00 to address the trees in the Presbyterian Cemetery. Jahn seconded the motion. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.
A representative from the H-R firm Clemmons Nelson was in attendance to discuss the changes to the townships Policies and Procedures handbook. She advised the Trustees to have the township employees sign the acknowledgement page of the handbook. Jahn asked about the employee descriptions of positions not being in the handbook. The Rep. from C-N will take the question back to the office and respond to the board for a future meeting.
DEPARTMENT UPDATES; Fire- Chief Cline presented the Trustees with 3 bid packages received for the new barn. Chair Fannin opened the bids.
1)Â Â Â Â Â MQS Construction presented a bid of $193,600.00, but they did not post a bond that was required by the advertisement.
2)Â Â Â Â Â Jager Construction presented a bid of $221,290.00 and they did include a bond.
3)Â Â Â Â Â Country View presented a bid of $217,659.00 and they also included a bond.
There was a maximum bid of $222,000.00 with a 20% variance, so all bids were in the required range. Cline told the board that the dept. has $250,000.00 budgeted for the building. Resolution 25-030: Fannin moved to award the contract to construct the new barn located at 440 Walker Rd. to Country View for $217,659.00. Jahn seconded the motion. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries. Resolution 25-031; Fannin moved to have Chief Cline act as the signatory for the township for the new building. Jahn seconded the motion. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.
Cline reported that the new radios for the road dept. have been programed. Cline also told the board that Engine 401 is being taken to Wisconsin for new paint and he will be flying out to inspect the paint job, and the total cost of the paint and the inspection will be taken care of by Rosenbauer, the manufacturer of the engine.
Zoning- Zoning Inspector Schulz told the Trustees that the zoning commission will meet for a hearing on March 27th and the BZA will meet for a conditional use hearing on March 25th. Schulz also told the board that the Coontz Rd. conditional use has been approved and signed by the county and is waiting on inspections. The Graham Rd. Ravines subdivision will have a meeting with the planning commission on March 11th. Schulz reported that he has had 4 permits since the last meeting.
Roads- Road Supervisor Murphy reported that he and Hudson have called OUPS for 2 new driveways, they have been repairing potholes, picking up litter and repairing signs. In the shop they have been doing maintenance on equipment.
Fannin reported that the county has finished cutting the edges of the Northern rd’s and the road crew is working on berming. Jahn had a price from Mid-Ohio Water Mgt. for replacing the drop box for the storm sewer on Mound St.  in the former village. Resolution 25-032; Jahn moved to have Mid-Ohio Water Mgt. replace the drop box in the former village for $8725.00. Fannin seconded the motion. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.
Jahn had prices from Kenworth and Peterbilt for the cab and chassis for a new dump truck and from Henderson to upfit the cab and chassis for use by the road dept. The price from Kenworth was $149,591.00, the price from Peterbilt was $131,944.45 and the price from Henderson to upfit either truck was $118,256.00 to be added to the cost of the cab and chassis. Wolfe said that he has had calls from residents not in favor of purchasing a new dump truck. Fannin said that he is questioning the purchase of a new truck also, asking if the money could be put to better use by the purchase of a mid-size truck like the F-600. This issue will be tabled until a future meeting.
Jahn said he will meet with Strawser about the Southern Point Rd. repairs and McCord and Borror Rd’s. Fannin said that Commercial Point may annex the section of Gibson Rd that the Trustees were wanting to do repairs on this summer. The Trustees do not want to do repairs on Gibson Rd. and then it is annexed into the village.
Cemetery- Wolfe reported 6 foundation orders to be done this spring. He also reported that the Cemetery Clean-up was done on March 1st, per the cemetery rules. Wolfe told the board that due to issues with the clean-up the decorations will be kept in the dump truck for a few days to be claimed by the owners (the township will not assume any responsibility for the decorations going to the right owners) before they are disposed of. Â
Jahn asked about hiring people to help mow the cemeteries this spring and summer. Wolfe said that he will talk to mowing contractors and look at hiring workers before the next meeting.
OLD BUSINESS- Fannin will contact the person who bought the park property last year to find out if they are interested in the 0.132 acres that are remaining.
Brill had the Permanent Appropriations prepared that were discussed at the workshop on March 21st. Resolution 25-033: Jahn moved to approve the Permanent Appropriations for 2025. Wolfe seconded the motion. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.
NEW BUSINESS- Resolution 25-034; Re-Allocation $750.00 from Other-Dues and Fees to Advertising in Fire. Motion by Fannin. Seconded by Jahn. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.
The Trustees discussed having a designated public recording area for people who wish to record township meetings. Jahn said that this was for public safety, not to have a tripping hazard on tri-pods or other recording equipment. The Trustees will work with legal council on the details for a future meeting.
The Scioto Township Record Commission consisting of the chair of the Trustees and the Fiscal Officer met on Feb. 20th @ 6:30 P.M. to discuss any changes to the townships R.C. 2 form. The commission decided to add item #115 to the record retention form. Construction files from the new fire station and any construction done to the Service Center have been added to the schedule. Resolution 25-034; Jahn moved to approve the changes to the Record Retention Schedule. Fannin seconded the motion. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.
Resolution 25-035; Jahn moved to go into Executive Session @ 8:07 P.M. for Contract Negotiations and invite Chief Cline and Assistant Chief Bennett. Fannin seconded the motion. Roll Call Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.
Jahn moved to go back into Regular Session @ 8:26 P.M. Wolfe seconded the motion. Vote; All Yes. Motion Carries.
Resolution 25-036; Fannin moved to allow Assistant Chief Bennett to assist Pickaway Co. in setting up their MARCS Radio system. He is to keep the time that he is assisting them and the Fiscal Officer is to invoice Pickaway Co. for his time and it is to be used to re-imburse the fire dept. Jahn seconded the motion. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.
