Regular Meeting of the Scioto Township Trustees; Thursday May 15th, 2025 @ 7:00 P.M. at the Scioto Township Service Center.

Trustees Present; Chair Fannin, Jahn, Wolfe.

Fannin led the Pledge of Allegiance.

Jahn moved to approve the minutes from the May 1st Regular Meeting. Wolfe seconded the motion. Vote; All Yes. Motion Carries.

Reports made available; Fund Status, Payment Listing, Receipt Listing.

Bills since the last meeting $381,105.58. Receipts since the last meeting $1,509,784.17.

Jahn moved to pay the bills. Wolfe seconded the motion. Vote; All Yes. Motion Carries.

I certify there are sufficient funds to pay the bills.

OPEN SESSION- John Reidy, BZA assistant chair, spoke to the board in favor of an amendment to the Scioto Township zoning resolution creating a 10-acre Ag. Estate lot. BZA member Don Lowry also spoke to the board in favor of this. Fannin said that Holly Matte is currently working on this.

DEPARTMENT UPDATES; Fire- Chief Cline reported that Engine 402 had been in the shop for warranty work and is now back at the station. Cline told the Trustees that the fireworks permit for the Homecoming has been completed and will be submitted to the State Fire Marshal. Cline will be submitting a grant application to Norfolk and Southern for 3 sets of gear.

Cline asked the board to hire Grayson Orahood and Joey Williams as part-time firefighters. Resolution 25-065; Jahn move to hire Grayson Orahood and Joey Williams as part-time firefighters. Fannin seconded the motion. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.

Zoning- Zoning Inspector Schulz told the Trustees that there will be a Zoning Commission hearing on the Coontz Rd. Repeta property on May 20th and a BZA hearing on the Whitt Walker Rd variance on May 13th. Schulz told the board that the formal proposal with the Pickaway Co. Commissioners on the Graham Rd. Ravines subdivision was held on May 7th and the proposal was denied. Schulz spoke to the Trustees about a resolution to deny solar farms in Scioto Township.

Schulz told the Trustees that he spoke to the prosecutor’s office about the remainder of the park property and they sent an email to the owners of the post office requesting a response. Schulz spoke to the property owner on Matville Rd. who had the house fire several years ago about a property clean-up, she said that the property is in contract to be sold. Schulz also spoke to the owner of 8540 Scioto Darby Rd and he is complying with the clean-up.

Schulz has had 2 permits since the last meeting.

Roads- Road Supervisor Murphy reported that he and Hudson have been repairing potholes, picking up litter, and repairing signs. The first round of ditch mowing is nearing completion. In the shop they have been doing maintenance on the equipment and assisting with mowing.

Fannin said that the part-time mowing is not working out there have been cases of no call no show by the people hired to do the mowing. There was discussion about what to do. Resolution 25-066; Jahn moved to terminate Jacob Mefford and Peyton Hill immediately. Wolfe seconded the motion. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries. The Trustees then discussed hiring 1 new employee to assist the road crew and mow the cemeteries. The position will be part-time with the possibility of full-time employment. Resolution 25-067; Jahn moved to advertise for 1 new part-time employee for the road/ cemetery. Applications are due to the township by June 1st. Wolfe seconded the motion. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.  

Cemetery- Murphy and Hudson have been spraying along the cemetery fence and leveling graves. Wolfe got prices from a neighboring township for the costs of buying spots in the columbarium. Resolution 25-068; Fannin moved that resident prices for a single spot in the columbarium will be $1000.00 for a double it will be $1200.00. Non-resident price for a single spot will be $1250.00 for a double it will be $1500.00. Opening and closing will be $150.00 per. Jahn seconded the motion. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries. The board discussed the cost of engraving the plates that will mark the columbarium. It will be the actual cost.

OLD BUSINESS- Andrew Esposito from Clemmons Nelson spoke to the Trustees about adopting the Policies and Procedures manual. The board is waiting on the job description section of the manual before they adopt. Esposito encouraged the Trustees to adopt with amendments. Resolution 25-069; Fannin moved to adopt the policies and procedures manual with amendment to Section 6.09.02. Jahn seconded the motion. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.

NEW BUSINESS- The Trustees will have a Budget workshop on June 23rd at 8:00 A.M.

The USDA is requesting a copy of the signed bond resolution, the original that was prepared for the new station was never signed by the Pickaway Co. Auditor. Brill had Attorney Griggs prepare the new resolution to be signed by the board. Resolution 25-070; Jahn moved to sign the resolution prepared by Griggs for the USDA. Wolfe seconded the motion. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.

With no other business to come before the board Jahn moved to adjourn. Wolfe seconded the motion. Vote; All Yes. Meeting Adjourned.
