Regular Meeting of the Scioto Township Trustees; Thursday May 1st, 2025 @ 7:00 P.M. at the Scioto Township Service Center.
Trustees Present; Chair Fannin, Jahn, Wolfe.
Assistant Chief Bennett led the Pledge of Allegiance.
Jahn moved to approve the minutes from the April 17th Regular meeting. Wolfe seconded the motion. Vote; All Yes. Motion Carries.

Bills since the last meeting $346,436.16. Receipts since the last meeting $????.
Jahn moved to pay the bills. Wolfe seconded the motion. Vote; All Yes. Motion Carries.

OPEN SESSION; Dennis Allen, Coontz Rd. resident spoke to the board in opposition to the upcoming re-zone on Coontz Rd. and gave the Trustees a petition to be kept with the official minutes. Tommy Snyder, Mike Waters and Kyle Ringhiser also spoke in opposition to the re-zoning.
DEPARTMENT UPDATES; Fire- Chief Cline reported that all firefighters participated in live burn training this week at the Ohio Fire Academy along with Harrison Twp. Cline told the board that River rescue training was completed last week. The new barn construction will begin next week. Engine 402 is out of service for a possible radiator replacement, the department is currently borrowing an engine from Jackson Twp as a back-up. Cline told the Trustees that he received a donation check for equipment and will order struts, airbags and a second Hurst spreader with the funds.
Zoning- Zoning Inspector Schulz reported that he has received no response from the Certified Letter sent to the property owner at 8540 Scioto Darby Rd. on 4/11/2025. The property owner is in violation of a court order to keep the property in compliance with the townships zoning code. Schulz told the Trustees that he is waiting on the survey and the approval from the Health Dept for the re-zoning on the property located at 11079 Coontz Rd. The zoning commission hearing will be on May 20th. Schulz told the board that the BZA will re-convene the hearing for the variance on 11871 Walker Rd. May 13th. He told the board that the official for Graham Rd. Ravines will be presented May 13th. Schulz told the board that there have been 5 permits since the last meeting.
Fannin told the board that he received a call about the house that burned down on Matville Rd. several years ago that still has not been cleaned up. The caller would like to have the property cleaned up and mowed.
Roads- Road Supervisor Murphy reported that he and Hudson have been repairing potholes, picking up litter, working on repairing a catch basin that is causing a wash-out on Stevens Dr. They have also started the first round of mowing township ditches. There is a culvert on Turney-Caldwell that has separated and needs repaired, Murphy met with Jahn to discuss the repair and put the culvert back on grade. In the shop Murphy and Hudson have been doing general maintenance on the equipment. They have also been assisting with mowing the cemeteries and service center.
Jahn and Fannin spoke about a OPWC grant for 2026 on Burgett Rd. The previous repairs on Burgett did not hold. They discussed using OPWC or a private contractor, IF OPWC is used the road will also need to be widened and the drainage will need to be fixed. There was also a discussion on Lane Rd. Wolfe asked about using OPWC on some of the streets in Southern Point. There was also a question on using OPWC on Burgett Rd. due to the low traffic flow. Resolution 25-061; Jahn moved to start the process with OPWC for a grant on Burgett Rd. Fannin seconded the motion. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.
The Trustees discussed the damage to Graham Rd. caused by heavy truck traffic in late winter. They discussed the different processes submitted by Roese Bros. and Strawsers and the different costs. Fannin will contact Roese Bros and ask them to re-asses the project and submit another price.
Cemetery- Wolfe reported that the foundations have been poured. Fannin also spoke on issues with mowing in the cemetery, he will contact the seasonal workers.
Dave Cline was in attendance to discuss the new Columbarium. The work on constructing the Columbarium will begin after July 4th. The Trustees will need to pin the new section 7 and determine the prices for the spaces in the Columbarium.
OLD BUSINESS- There still has been no contact by the owners of the Orient Post Office about the remainder of the park property.
NEW BUSINESS- Resolution 25-062; Re-Allocation $46,650.00 from Machinery Equipment and Furniture to Improvement of Sites in Permanent Improvement. Motion by Fannin. Second by Jahn. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.
Resolution 25-063; Approve PO and Payment to Motorola Solutions for $7005.02. Motion by Fannin. Second by Jahn. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.
Resolution 25-064; Fannin moved to go into Executive Session for Contract Negotiations and invite Chief Cline and Assistant Chief Bennett. Jahn seconded the motion. Roll Call Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.
Jahn moved to go back into Regular session. Wolfe seconded the motion. Vote; All Yes. Motion Carries.
Wolfe received a price from Penningtons Tree Service to remove the trees in Presbyterian Cemetery. This will be put on the agenda for next meeting.
