Regular Meeting of the Scioto Township Trustees; Thursday May 29th, 2025 @ 7:00 P.M. at the Scioto Township Service Center.

Trustees Present; Chair Fannin, Jahn, Wolfe.

Brill led the Pledge of Allegiance.

Jahn moved to approve the minutes from the May 15th Regular meeting. Wolfe seconded the motion. Vote; All Yes. Motion Carries.

 Reports made available; Fund Status, Payment Listing, Receipt Listing.

Bills since the last meeting $336,899.62. Receipts since the last meeting $40,883.94.

Jahn moved to pay the bills. Wolfe seconded the motion. Vote; All Yes. Motion Carries.

I certify there are sufficient funds to pay the bills.

OPEN SESSION- None

DEPARTMENT UPDATES; Fire- Assistant Chief Bennett reported that the final stages of Engine 401 repairs are being done, it should have a delivery date of May 30th. Bennett told the Trustees that the cookstove at the station is having ongoing issues. They have had the gas pressure checked several times as well as the gas flow. The stove has never functioned correctly since it was new. Bennett asked the board to approve up to $6000.00 to replace the stove. Resolution 25-071; Jahn moved to allow the fire dept to purchase a new cookstove for the station at a cost not to exceed $6000.00. Fannin seconded the motion. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.

Bennett told the Trustees that the dept. assisted the elementary school with it’s end of year activities. He also informed the board that the new accessory building at the station was progressing, the concrete has been poured and the doors were installed.

Zoning-Zoning Inspector Schulz reported that the Zoning Commission met on May 20th for a re-zone from AG to SU on Coontz Rd and the Trustees will have a hearing on the property on June 12th. Schulz also told the Trustees that the BZA met on May 13th for a variance on Walker Rd. and this matter was tabled at the request of the property owner until June 24th. Schulz reported no updates on the Graham Rd. Ravines subdivision.

Schulz told the board that there has been 1 permit since the last meeting and he has had a tall grass complaint on Walker Rd. that has been taken care of.

Roads- Road Supervisor Murphy reported that he and Hudson have been picking up litter on township roads, fixing potholes, and repairing signs. They finished the first round of ditch mowing and mowed the ditch behind the Men’s Club for the homecoming. They repaired a driveway on Turney-Caldwell Rd. The Trustees discussed what materials the township supplies for a driveway repair.

In the shop they have been doing general repairs and maintenance on the equipment. The Beet Juice for ice removal had to be moved for the new parking lot. Jahn asked if the tank was going back in the same spot. Fannin favored upgrading the electric service in the salt barn and moving it back there.

Fannin received a call requesting a new culvert across Messmore Rd., he also told the board that the ditch on Split Rock Ct. still needs to be repaired. Jahn had prices from Roese Bros. and Strawsers to repair Graham Rd., due to the cost he will contact the Pickaway Co. Prosecutors office to ask about bid and engineering requirements.

 

Cemetery- Murphy and Hudson have been mowing the cemeteries until a new hire is found. Wolfe informed the board that the foundations have been poured, the sign advertising the columbarium needs to be installed and section 7 needs to be measured out in Beckett Cemetery. Wolfe told the board that there are 29 applicants for the seasonal worker position, he will screen them before the Special meeting on June 2nd.

OLD BUSINESS- There has still been no contact from the owners of the post office concerning the remainder of the park property. Wolfe will contact the prosecutors office. The board discussed the person who bought the bulk of the property is interested in the remainder. If the post office does not buy the remainder they will have to close their parking lot and move their propane tank.

 The 2026 Budget workshop will be June 23rd @ 8:00 A.M.

New Business- Resolution 25-072; Wolfe moved that all regular meeting of the Trustees be audio recorded. Jahn seconded the motion for discussion. Jahn asked how Wolfe wanted to record the meetings. Wolfe answered audio only. Fannin said that they were advised by legal council not to record and that no other townships in Pickaway Co. or the County Commissioners record their meetings. Wolfe was asked why the change in his opinion on recording. Wolfe answered that he has been questioned on why the Trustees don’t record. Jahn said that he would like the opportunity to speak to council again and moved to table the motion until next meeting. Fannin seconded the motion. Vote; All Yes. Motion to audio the regular meetings of the Trustees tabled until next regular meeting.  

With no other business to come before the board Jahn moved to adjourn. Wolfe seconded the motion. Vote; All Yes. Meeting Adjourned.
