Regular Meeting of the Scioto Township Trustees on Thursday, November 13, 2025 @ 7:00 P.M. at the Scioto Township Service Center.

Trustees Present: Chair Fannin, Jahn, Wolfe

Wolfe led the Pledge of Allegiance.

Jahn moved to approve the minutes from the October 30th Regular Meeting.  Wolfe seconded the motion. Vote:  All Yes.  Motion Carries.

Reports made available: Fund Status, Payment Listing, Receipt Listing.

Bills since the last meeting: $170,350.09

Receipts since the last meeting: $44,807.71

I certify there are sufficient funds to pay the bills.

Jahn moved to pay the bills.  Wolfe seconded the motion.  Vote:  All Yes. Motion Carries.

OPEN SESSION: None

DEPARTMENT UPDATES:  Fire Chief Cline reported that Medic 401 was damaged due to clipping mirrors with a dually on McCord Road.  OSP took a report and there was minimal damage.  Cline told the board that he is getting quotes for a scissor lift to do repair work to the station.  Cline is applying for a grant from BWC that will pay for the majority of the lift.

Firefighter Local 4000 will be doing Pancakes with Santa on December 6th from 8-11 A.M. at the Commercial Point Men’s Club.  They will also be collecting toys at this event.

Cline has contacted Grove City IT about purchasing an I.D. card machine for card access to both the Fire Station and the Service Center.

Cline told the Trustees that Assistant Chief Bennett will be attending Session 4 out of 5 in his OFE classes.

Zoning- Zoning Inspector Schulz reported that he received 2 applications for re-zoning for the Zoning Commission in December.  Schulz also told the Trustees that there will be a zoning commission hearing on November 18th.

Schulz asked the board to declare the property located at 13283 Matville Road a nuisance.

Resolution 25-136:  Jahn moved to declare the property located at 13283 Matville Road a nuisance.  Fannin seconded the motion.  Vote: Fannin-yes, Jahn-yes, Wolfe-yes.  Motion Carries.

Schulz reported 2 permits since the last meeting.

Roads- Fannin reported that Hudson and Callahan have been finishing up mowing ditches, and they also salted during the recent snow event.

Jahn told the board that Strawser’s will be starting the Graham Road project on November 17th.

Cemetery- Wolfe reported that the Columbarium will be delivered next week to be set.  Wolfe also reported that the cemetery clean up was November 5th and the decorations that were removed are still in storage if anyone want to claim them.

OLD BUSINESS- Wolfe presented the road worker classification from Clemmons-Nelson.

Jahn spoke to the prosecutors office about the remainder of the park property.  Brush Creek Partners, who own the post office property next to the park have offered the Township $10,912.00 for the 1/10 acre remaining of the park.

Resolution 25-137: Fannin moved to accept the offer of $10,912.00 for the 1/10 acre remaining of the park from Brush Creek Partners.   Jahn seconded the motion.  Vote:  Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.

Resolution 25-138: Jahn moved to have Fannin be the signatory for the Township for the park property.  Wolfe seconded the motion.  Vote: Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.

NEW BUSINESS- Resolution 25-139:Fannin moved to re-allocate $250.00 from Salaries to Medicare in Road and Bridge. Jahn seconded the motion.  Vote: Fannin-yes, Jahn-yes, Wolfe-yes.  Motion Carries.

Resolution25-140: Fannin moved to re-allocate $5000.00 from Machinery Equipment and Furniture to Accounting and Legal Fees in General. Jahn seconded the motion.  Vote: Fannin-yes, Jahn-yes, Wolfe-yes.  Motion Carries.

Resolution 25-141: Fannin moved to re-allocate $500.00 from Trustee Staff to Garbage and Trash Removal in General. Jahn seconded the motion.  Vote: Fannin-yes, Jahn-yes, Wolfe-yes.

Motion Carries.

Resolution 25-142: Fannin moved to re-allocate $150.00 from improvement of Sites to Salaries in Cemetery. Jahn seconded the motion.  Vote: Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.

Resolution 25-143: Jahn moved to go into Executive Session pursuant to ORC 121.22 G-3 and invite Pete Griggs.  Fannin seconded the motion.  Roll call Vote: Fannin-yes, Jahn-yes, Wolfe-yes.

Motion Carries.

Fannin moved to go back into Regular Session.  Jahn seconded the motion.  Vote:  All Yes. Motion Carries.

Resolution 25-144: Fannin moved to go into Executive Session for Employee Compensation and invite Fiscal Officer Brill and Pete Griggs.  Jahn seconded the motion. Roll Call Vote: Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.

Fannin moved to go back into Regular Session.  Jahn seconded the motion.  Vote:  All Yes.  Motion Carries.

With no other business to come before the board Jahn moved to adjourn.  Wolfe seconded the motion.  Vote:  All Yes.  Meeting Adjourned
