Regular Meeting of the Scioto Township Trustees; Thursday November 14th, 2024 @ 7:00 P.M. at the Scioto Township Service Center.

Trustees Present; Chair Jahn, Fannin, Wolfe.

Jahn led the Pledge of Allegiance.

Jahn moved to accept the minutes as corrected from the October 30th Regular meeting. Fannin seconded the motion. Vote; All Yes. Motion Carries.

Reports made available; Fund Status, Payment Listing, Receipt Listing.

Bills since the last meeting $221,465.15. Receipts since the last meeting $52,620.70.

Fannin moved to pay the bills. Wolfe seconded the motion. Vote; All Yes. Motion Carries.

OPEN SESSION; A resident from West Ford Rd. was in attendance to ask the Trustees what could be done about a neighbor who is shooting near her property that is shooting across hers and her neighbors’ properties. A bullet has struck her barn. Lt. Hempstead from the Pickaway Co. Sheriffs Office was in attendance, he and the Trustees discussed the residents options, but the township can do very little. Lt. Hempstead will follow up with this matter.

DEPARTMENT UPDATES; Fire- Chief Cline reported that part-time firefighter Cameron Fagen resigned and he would like to hire Grant Thirtyacre and Andrew Stoll as part time firefighters as he anticipates another resignation. Resolution 24-165; Jahn moved to hire Grant Thirtyacre and Andrew Stoll as part time firefighters. Wolfe seconded the motion. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries. Fannin questioned the turn-over of part timers. Cline said that it is always going to happen due to people being hired as full-timers in other departments.

Cline, Bennett and Jarett will be attending training in Nov. for kitchen fire systems, sprinklers and fire alarm systems. Cline sent the bid specification to Griggs for the new building. He also contacted Wellers plumbing and heating and RCS about heat for the new building. Cline and Brill discussed the remaining money in the ARP fund that needs to be either spent or appropriated by Dec. 31st, 2024 or returned. There will be $21,000.00 in the fund after the new fire dept. radios are purchased. Cline would like to use $12,000.00 for fire gear, $4000.00 for office furniture and $5000.00 for a new boat motor. Resolution 24-166; Jahn moved to purchase the equipment and furniture on Cline’s list using the ARP fund. Fannin seconded the motion. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.

Resolution 24-167; Wolfe moved to remove Grant Suhayda from his probationary period as a full-time firefighter effective immediately at Cline’s request. Fannin seconded the motion. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.

Cline told the board that the Christmas Toy Donation at the station would be Dec. 7th from 9 A.M. to 1 P.M. with free pancakes at the station located at 440 Walker Rd.

Zoning- Zoning Inspector Schulz reported that the R-O-W application was sent to AEP for their March 2025 start date. Schulz told the Trustees that he inspected a river bottom on St Rt 104 for suspicious activity. It was an old compost pond being cleaned out and filled in. Schulz updated the board on the conditional use hearing on Coontz Rd., he is waiting on the county and the property owner to get everything finalized for their occupancy permit. The Pickaway Co. Planning Commission has denied another sketch about the Graham Rd. Ravines subdivision until it meets county and township standards. Schulz has had 8 applications since the last meeting.

Roads- Road Supervisor reported that he and Hudson have been finishing up the last round of ditch mowing, picking up litter. Murphy has the footage and the grades to repair the ditch in Split Rock Ct. He met with Fannin on site and Fannin’s opinion is the rip-rap needs moved to let the water flow better. In the shop they have been doing equipment maintenance, getting ready for snow, and the old flags have been dropped off at the VFW for ceremonial disposal. The Trustees discussed an increased cost from Roese Bros for the service center parking lot, no one had any objections. The Trustees also discussed starting on the ditch work of the remaining portion of Gibson Rd between St Rt 762 and Walker Rd. If there is a mild winter they would like to get it started.

Cemetery- Murphy and Hudson have finished the final mowing of the year. The clean up was November 1st.

OLD BUSINESS- Schulz spoke to Tony Chamberlin from the prosecutors office about the remainder of the park property. The Trustees discussed if the owners of the post office do not reply they will take action to stop the use of the property by the post office.

Wolfe has not heard anything from Mr. Cline about the columbarium’s. He will contact.

The Trustees discussed the quotes from Pennington’s Tree Service. Fannin said that he does not want to remove all of the trees in the Presbyterian cemetery. Wolfe will contact Pennington. The Trustees also discussed the removal of the fence row at the East end of West Ford RD. Fannin will contact the farmer about the removal. This will be tabled until next mtg.

Brill received a quote from Jay-Car about the zoning office carpet. Resolution 24-168; Jahn moved to have Jay-Car replace the zoning office carpet for $3769.00. Wolfe seconded the motion. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.

NEW BUSINESS- Resolution 24-169; Approve PO and Payment to GPD for $15,312.92. Motion by Jahn. Seconded by Wolfe. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.

Resolution 24-170; Approve PO and Payment to Julian and Grube for $8400.00. Motion by Jahn. Seconded by Wolfe. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.

Resolution 24-171; Re-Allocation $2000.00 from Property Insurance to Building Maintenance in Fire. Motion by Jahn. Seconded by Wolfe. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.

Resolution 24-172; Re-Allocation $1000.00 from Training Services to Telephone in Fire. Motion by Jahn. Seconded by Wolfe. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.

Resolution 24-173; Re-Allocation $4525.00 from Payment to Another Political Subdivision to Auditing Services in General. Motion by Jahn. Seconded by Wolfe. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.

Resolution 24-174; Re-Allocation $10,016.97 from Motor Vehicles to Machinery Equipment and Furniture in Fire. Motion by Jahn. Seconded by Wolfe. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.

Resolution 24-175; Re-Allocation $10,000.00 from Salaries to Vehicle Operating Supplies in Fire. Motion by Jahn. Seconded by Wolfe. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.

The Trustees discussed Agricultural Field Drives (non-residential) they had discussed it on March 10th 2024, but there was no resolution. Fannin said that they should have a no charge permit, but still be inspected by the township. Resolution 24-176; Fannin moved that Ag. Field Drives be a no charge permit, but still be inspected. Jahn seconded the motion. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.

Fannin said that he has spoken to Pickaway Co. Commissioner Hensen about solar farms. Hensen told him that townships need to have something in their zoning codes to regulate solar farms over 50 megawatts. The board also spoke about residential solar, Jahn said that he didn’t think that the township could regulate these, but there should be a distinction between large and small solar. Fannin said that he thought that small solar should still require an accessory permit. Schulz will contact the prosecutors office for the wording.

The Regular meeting scheduled for Nov. 28th @ 7 P.M. has been moved to Friday Nov. 29th @ 8:00 A.M.

With no other business to come before the board Jahn moved to adjourn. Wolfe seconded the motion. Vote; All Yes. Meeting Adjourned.
