Regular Meeting of the Scioto Township Trustees; Thursday November 26th, 2025 @ 7:00 P.M. at the Scioto Township Service Center.

Trustees Present; Chair Fannin, Jahn, Wolfe.

Assistant Chief Bennett led the Pledge of Allegiance.

Jahn moved to approve the minutes from the November 13th Regular meeting. Fannin seconded the motion. Vote; All Yes. Motion Carries.

Bills since the last meeting $162,381.77. Receipts since the last meeting $95,024.31.

Reports made available; Fund Status, Payment Listing, Receipt Listing.

I certify there are sufficient funds to pay the bills.

Jahn moved to pay the bills. Fannin seconded the motion. Vote; All Yes. Motion Carries.

OPEN SESSION- Cory Wasmus spoke on behalf of the zoning commission asking the Trustees to withdraw from the contract with Crossroads Community Planning. Wasmus stated that the zoning commission voted unanimously to ask the Trustees to withdraw from the contract using the ORC code section 519.05. Wasmus prepared a statement that will be kept with the official minutes. Jahn said that he contacted the Prosecutors office and they agreed with the way the Trustees contracted with Crossroads Community Planning.

DEPARTMENT UPDATES; Fire-Chief Cline reported that the gun deck actuator part came in for Engine 401 and has been installed. Cline reported that there was a mutual aid fire on 11/25 on St. Rt. 762. Cline told the board that the payments for the prison contract were current. Cline reminded the board that Pancakes with Santa is December 6th from 8 to 11 A.M. at the Mens Club. Jahn told Cline about a ODOT project at 316 and 104.

Zoning- Zoning Inspector Schulz reported that the Pickaway Co. Planning Commission approved the lot splits and re-zonings for the properties located at 8023 Snyder Rd and 9148 Matville Rd. the zoning commission will hear these re-zonings at their regular meeting on December 16th. Schulz told the board that the zoning commission met on November 18th and approved the re-zoning at 11871 Walker Rd. the Trustees will hear this matter on December 11th.

Schulz sent a letter for the nuisance located at 13283 Matville Rd. that the Trustees declared a nuisance at their last meeting, Schulz has not received a response. Schulz has had 2 permits since the last meeting.

Roads- Fannin gave the road report. Hudson and Callahan are getting ready for the snow and ice. The Graham Rd. Edge project is complete, there were issues with a couple spots on the road. The invoice is to be sent. The fall mowing of the township ditches is finished. The 2004 dump truck was taken in for repairs and will be ready to be picked up Friday.

Cemetery- Wolfe reported that the columbarium has a chunk out of it, Dave Cline is trying to get it repaired or replaced.

OLD BUSINESS- The Trustees discussed the Road Worker III job description. Resolution 25-145; Jahn moved to approve the Road Worker III job description and add it to the Policies and Procedure handbook. Fannin seconded the motion. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.

NEW BUSINESS- Resolution 25-146; Re-Allocation $2300.00 from Machinery Equipment and Furniture to Improvement of Sites in Permanent Improvement. Motion by Fannin. Seconded by Jahn. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.

Resolution 25-147; Re-Allocation $1500.00 from Uniform Tool and Equipment Re-Imbursement to Other-Dues and Fees in Fire. Motion by Fannin. Seconded by Jahn. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.

Resolution 25-148; Re-Allocation 3500.00 from Small Tools to Social Security in Fire. Motion by Fannin. Seconded by Jahn. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.

Resolution 25-149; Re-Allocation $350.00 from Salaries to Dental Insurance in Gas Tax. Motion by Fannin. Seconded by Jahn. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.

Resolution 25-150; Re-Allocation $1500.00 from Uniform Tool and Equipment Re-Imbursements to Telephone in Fire. Motion by Fannin. Seconded by Jahn. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.

Resolution 25-151; Re-Allocation $3500.00 from Small Tools to Payment to Another Political Subdivision in Fire. Motion by Fannin. Seconded by Jahn. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.

The Trustees received a letter from Stacey Sark resigning from the Scioto Township JEDD board. Resolution 25-152; Fannin moved to accept the resignation of Stacey Sark from the Scioto Township JEDD Board. Jahn seconded the motion. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.

The Trustees also received notice that Jason Green was resigning from the Scioto Township JEDD Board and the Scioto Township BZA. Resolution 25-153; Jahn moved to accept the resignation of Jason Green from the Scioto Township JEDD board and the Scioto Township BZA. Fannin seconded the motion. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.

Amanda Wasmus is currently the alternate for the BZA. The board spoke on the replacement process for the zoning boards.

With no other business to come before the board Fannin moved to adjourn. Jahn seconded the motion. Vote; All Yes. Meeting Adjourned.
