Regular Meeting of the Scioto Township Trustees on Thursday October 16, 2025 at 7:00P.M. at the Scioto Township Service Center.
Trustees Present: Chair Fannin, Jahn, Wolfe
Brill led the Pledge of Allegiance.
Jahn moved to approve the minutes from the October 2nd Regular meeting. Wolfe seconded the motion. Vote: All yes. Motion Carried

Bills since the last meeting- $211,347.78
Receipts since the last meeting- $573,277.97
I certify there are sufficient fund to pay the bills.
Jahn moved to pay the bills. Wolfe seconded the motion. Vote: All Yes. Motion Carries
OPEN SESSION: Cory Wasmus spoke to the board about the Comprehensive Land Use Plan that was recently contracted to be written by the Board of Trustees. Wasmus questioned the ability of the Trustees to hire a planner to put together such a plan. Wasmus cited section 519.05 of the Ohio Revised Code as his reasoning for the Objection to the Trustees ability to hire a land use planner. Wasmus also is vice chair of the Scioto Township Zoning Commission and told the board that he spoke to Chair Tom Weatherhead and Weatherhead is aware that Wasmus is bringing this concern to the Trustees. Jahn said that the board will take his concern to legal counsel for their opinion.
DEPARTMENT UPDATES: Fire-Assistant Chief Bennett reported that all equipment and personnel are in service. Bennett told the Trustees that the department has had multiple personnel in training for certification to support the department. Bennett told the board that K-Nova recently donated 15-16 sets of gear to the department. Thank you to K-Nova.
Zoning- Fannin read the zoning report. Schulz reported that he sent a letter to 13283 Matville Road and asked the Trustees to declare the property a nuisance. Schulz reported that a violation letter was sent to the property owner at 12930 Gibson Road. Schulz reported that a Limited Home Occupation permit was issued to 12930 Gibson Road.
Schulz had a complaint about 11079 Coontz Road. Schulz informed the Trustees that he spoke to legal counsel and the Township has never been involved in issuing a demo permit, it is overseen and issued through the county building department. The complain is on file with the conclusion.
Roads- Fannin did the road report. Fannin reported that road employee Thomas Murphy resigned from employment on October 3, 2025 and signed a letter of resignation. Fannin reported that Callahan is getting ready to plow snow. Fannin also told the board that the Gibson Road project is complete.
Cemetery- Wolfe reported that the headstone foundations are poured. The Trustees discussed the use of the Service Road between the Service Center and Beckett Cemetery. The road is being used by residents. Mayor Nancy Geiger was in attendance and said that she would ask Police Chief Jordan to enforce the restriction.
OLD BUSINESS- The Trustees have heard nothing about the remainder of the park property.
NEW BUSINESS- Resolution 25-126; Fannin moved to accept the amounts and rates as determined by the Pickaway Co. Budget Commission. Jahn seconded the motion. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.
Resolution 25-127; Re-Allocation $3000.00 from Small Tools and Minor Equipment to Natural Gas in Fire. Motion by Fannin. Seconded by Jahn. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.
Resolution 25-128: Approve Po and Payment to RCS Heating for $6525.00. Motion by Fannin. Seconded by Jahn. Vote: Fanin-yes, Jahn-yes, Wolfe-yes. Motion Carries.
Resolution 25-129: 2026 Health Insurance Renewal. T.B. start renewal. Motion by Jahn. Seconded by Wolfe. Vote: Fanin-yes, Jahn-yes, Wolfe-yes. Motion Carries.
Resolution 25-130: Increase amount to Brosious Johnson and Griggs (amended amount was for $15,000.00) $25,000.00. Motion by Jahn. Seconded by Wolfe. Vote: Fanin-yes, Jahn-yes, Wolfe-yes. Motion Carries.
Resolution 25-131; Fannin moved to go into Executive Session for ORC 121.22 G-1 Employee Compensation and invite Fiscal Officer Brill. Jahn seconded the motion. Roll Call Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.
Fannin moved to go back into Regular session. Wolfe seconded the motion. Vote; All Yes. Motion Carries.
