Regular Meeting of the Scioto Township Trustees on Thursday, October 30, 2025 @ 7:00 P.M. at the Scioto Township Service Center.

Trustees Present: Chair Fannin, Jahn, Wolfe

Jahn led the Pledge of Allegiance. 

Jahn moved to approve the minutes from the October 16th Regular meeting.  Fannin seconded the motion.  Vote:  All Yes.  Motion Carries.

Bills since the last meeting: $97,341.69

Receipts since the last meeting: $5,885.11

I certify there are sufficient funds to pay the bills.

Jahn moved to pay the bills.  Wolfe seconded the motion. Vote: All Yes. Motion Carries

OPEN SESSION: None

DEPARTMENT UPDATES: Fire-Cline reported he received a grant from South Central Power for $4,000.00 for purchase of fire gear.  Cline told the board that the Wi-Fi is not working in one of the bays due to the access point.  Grove City IT is repairing it.

Cline asked the board for a resolution to purchase 19 sets of fire gear from the K-Nova fund.

Resolution 25-132- Jahn moved to purchase 19 sets of fire gear from funds from the K-Nova fund for $61,186.84.  Wolfe seconded the motion.  Vote: Fannin-yes, Jahn-yes, Wolfe-yes.  Motion Carries.

Zoning- Fannin presented the Zoning report.  Schulz asked the board to declare the property located at 13283 Matville Road a nuisance.  Schulz reported that he received an application to re-zone a property located at 11871 Walker Road.  Schulz reported 3 permits since the last meeting.

Roads- Fannin gave the road report.  The road crew is working on the final round of ditch mowing for the year.  Callahan is working on mowing cemeteries.  Fannin asked if the Graham Road edge project will be completed on time.  Jahn said they have until mid-December.

Cemetery- Wolfe reported that the Columbarium will be delivered mid-November.  Wolfe also reported that he and Callahan have been repairing Military stones in Section 1 of Beckett Cemetery.  The fall clean-up will be on November 5th and decorations removed from the graves will be kept for 1 week.

OLD BUSINESS; Resolution 25-133: Wolfe moved to authorize Brill to contact Medical Mutual thru COSE and accept the 4% increase for the 2026 Health Insurance coverage.  Fannin seconded the motion.  Vote: Fannin-yes, Jahn-yes, Wolfe-yes.  Motion Carries.

Fannin spoke about township easements and how to stop issues like the ones that happened in the past.

Jahn said that he has spoken to the prosecutor’s office about the remainder of the park property.  They are waiting for a response from the owners of the  post office.

NEW BUSINESS:  Resolution 25-134: Approve PO & Payment to Roese Bros. For $18,174.26. Motion by Fannin. Seconded by Jahn.  Vote:  Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries

Resolution 25-135: Approve PO & Payment to Barbs Embroidery for $3,953.53.  Motion by Fannin. Second by Jahn.  Vote: Fannin-yes, Jahn-yes, Wolfe-yes.  Motion Carries.

The second regular meeting in November will be held on November 26 and the 2nd meeting in December will be combined with the end of the year meeting on December 30th.

The Trustees discussed hiring a new road worker.  Fannin discussed waiting until spring and hiring a part-time seasonal.  Jahn said that he would like to hire someone now, but he is concerned with the job classifications and job posting.  The trustees will discuss this at the next meeting.  Wolfe will contact Clemmons Nelson.

With no other business to come before the board.  Jahn moved to adjourn.  Wolfe seconded the motion.  Vote:  All yes.  Meeting Adjourned.
