Regular Meeting of the Scioto Township Trustees: Thursday, September 18, 2025 at 7:00 P.M. at the Scioto Township Service Center.
Trustees Present: Chair Fannin, Jahn, and Wolfe
Jahn led the Pledge of Allegiance.
Jahn moved to approve the minutes from the September 4th Regular Meeting. Wolfe seconded the motion. Vote: All Yes. Motion Carries

OPEN SESSION: Corey Wasmus spoke on the Gibson Road Service Agreement being worked on by Commercial Point and encouraged the Trustees to attend the meeting when it is discussed.
Bill Gochenour asked the Trustees and Fire Chief about putting a plaque in the new station honoring the original volunteers of the Scioto Township Fire Department. Gochenour said he is working on a list. Chief Cline said he would help all he could and the Trustees are in favor of the project.
DEPARTMENT UPDATES: Chief Cline reported that Medic 402 was sent to Kreiger Ford for a rear air conditioning issue and is back in service.
RCS Heating and Cooling will install the radiant heat in the fire department annex next month. Cline received prices for a tank and propane for the heater. The board decided on a 500-gallon tank for $3902.00 filled with propane.
Zoning- Zoning Inspector Schulz reported that he sent out 3 nuisance letters. One to 13283 Matville Road. One to 7844 Mound Street and one to 7835 Mound Street. The property owners will be given 30 days to abate the nuisance. Schulz reported 2 permits since the last meeting. He attended a webinar on Zoning disputes and reported a Zoning Commission meeting on September 16th.
Roads- Road Supervisor Murphy reported the road crew has been picking up litter, repairing potholes, and berming roads. In the shop they have been repairing and doing maintenance on the equipment, and stockpiling salt.
Fannin said that a local farmer needs a road cut on Graham Road to install farm drainage. Fannin also told the board that Pickaway County set a new culvert on West Ford Road and will contact Roese Brothers to repair the road over it.
Cemetery- Wolfe reported that there are 4 foundation orders and they are scheduled to be poured on the 2nd week in October. Wolfe would like to pour a 5-foot-wide sidewalk to the columbarium.
The Board discussed headstone repair in both Beckett and the Presbyterian Cemetery. Wolfe said that family members of the deceased, township employees or bonded contractors could do the work on the headstones. Wolfe received a price of $3200.00 to do the repairs. He will make a list of the stones that need repair.
The Board also discussed removing the old map at the entrance to the Presbyterian Cemetery since it is no longer readable.
OLD BUSINESS: The Trustees have not heard anything about the remainder of the park property
Wolfe discussed the Comprehensive Land Use Plan and said he is in favor of Holly Matte updating the Zoning Book, but not the Land Use Plan.
Resolution 25-113: Wolfe moved to not use Holly Matte for a Comprehensive Land Use Plan. Motion dies for lack of a second. Jahn asked Wolfe why he does not want the plan and Wolfe stated because the village is doing one. Jahn stated this plan is for the Township only. Fannin said that he voted no on the Land Use Plan in the beginning. Wolfe will reach out Matte to see what needs to be done.
NEW BUSINESS: Brill informed the board that he will be moving Randall Callahans pay to Road and Bridge on October 1st.
Resolution 25-114: Re-Allocation $5000.00 from Uniform Tool and Equipment Re-Imbursements to Other Professional and Technical Services in Fire. Fannin made the motion and Jahn seconded. Vote: Fannin-yes, Jahn-yes, Wolfe-yes Motion Carries.
Resolution 25-115: Re-Allocation $1000.00 from Trustee Staff to Tax Collection Fees in General. Fannin made the motion and Jahn seconded. Vote: Fannin-yes, Jahn-yes Wolfe-yes Motion Carries.
Resolution 25-116- Re-Allocation $1000.00 from Engineering Services to Tax Collection Fees in Road and Bridge. Fannin made the motion and Jahn seconded. Vote: Fannin-yes, Jahn-yes, and Wolfe-yes. Motion Carries.
Resolution 25-117- Re- Allocation $6462.00 from Payment to another Political Subdivision to Payment to another Political Subdivision in General. Fannin made the motion and Jahn seconded. Vote: Fannin-yes, Jahn-yes, and Wolfe-yes. Motion Carries
Resolution 25-118- Re-Allocation $10,000.00 from Engineering Services to Salaries in Road and Bridge. Fannin made a motion and Jahn seconded. Vote- Fannin-yes, Jahn-yes, and Wolfe-yes. Motion Carries.
Resolution 25-119- Re-Allocation $6,000.00 from Land to Insurance Benefits in Road and Bridge. Fannin made a motion and Jahn seconded. Vote: Fannin-yes, Jahn-yes, and Wolfe-yes. Motion Carries.
Resolution 25-120- Re-Allocation $1500.00 from Land to Uniform Tool and Equipment Re-Imbursement in Road and Bridge. Fannin made a motion and Jahn seconded. Vote: Fannin-yes, Jahn-yes, and Wolfe-yes. Motion Carries.
Resolution 25-121- Approve PO and Payment to All American Fire Eq. for $3,580.33. Fannin made a motion and Jahn seconded. Vote: Fannin-yes, Jahn-yes, and Wolfe-yes. Motion Carries.
Resolution 25-122- Approve PO and Payment to REDD Public Safety for $3,175.00. Fannin made a motion and Jahn seconded. Vote: Fannin-yes, Jahn-yes, and Wolfe-yes. Motion Carries.
The Trustees discussed the chip seal of Williams Road by Roese Brothers. Jahn said that he only remembered having them do the patch work repairs. Fannin said that his opinion is it is a road repair that is good for the road and needs to be paid for.
Resolution 25-123- Fannin moved to pay Roese Brothers $32,705.00 for the Chip Sealing of Williams Road. Jahn seconded the motion. Vote; Fannin-yes, Jahn-yes, and Wolfe-yes. Motion Carries.
Jahn received a call from GPD about the Burgett Road OPWC project. He sent the paperwork to the Pickaway County Engineer to see if they could help with the engineering of the project. The project engineering cost will exceed $115,000.00 for 1200 feet of road widening and resurfacing.
Fannin asked about the Township doing the deep depth repair.Jahn asked about scraping the project to re-visit later.
The board discussed different projects including parts of Southern Point, Gibson and West Ford Roads.
Fannin said he received a call about lowering speed limits on Gibson and West Ford Roads. The Trustees explained this is not an easy process. The County Engineers office needs to do a speed study and ODOT will have to approve the lowering of the speed limit. Deputy Eitel was in attendance and said he would speak to the Sheriff about increased patrols in the area.
With no other business to come before the board Fannin moved to Adjourn. Jahn seconded the Motion. Vote: All Yes. Meeting Adjourned.
