Regular Meeting of the Scioto Township Trustees; Thursday September 19th, 2024 @ 7:00 P.M.  at the Scioto Township Service Center.

Trustees Present; Chair Jahn, Fannin, Wolfe.

Jahn led the Pledge of Allegiance.

Jahn moved to approve the minutes from the September 5th Regular Meeting. Wolfe seconded the motion. Vote; Jahn-yes, Fannin-Abstain, Wolfe-yes. Motion Carries.

Reports made available; Fund Status, Payment Listing, Receipt Listing.

Bills since the last meeting $139,016.62. Receipts since the last meeting $1,205,834.55.

Jahn moved to pay the bills. Wolfe seconded the motion. Vote; All Yes. Motion Carries.

OPEN SESSION- None.

DEPARTMENT UPDATES; Fire-Chief Cline reported that Engine 401 had 2 front tires replaced due to a bolt going thru them. Cline told the board that the gravel and site work for the new building are almost complete that work for the bid process needs to be started, the board asked that the Prosecutors be consulted for the correct wording. Cline also told the Trustees that Assistant Chief Bennett has been working with Pickaway Co. on radio programming.

One of the new command vehicles has been completed and is ready to be picked up, the other will be ready next week. Cline told the board there were 2 major accidents recently. Jahn asked about the clean-up of the Training Grounds. Resolution 24-143; Jahn moved to go into Executive Session for Contract Negotiations and invite Chief Cline and Assistant Chief Bennett. Wolfe seconded the motion. Roll Call Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries. Jahn moved to go back into Regular Session. Fannin seconded the motion. Vote; All Yes. Motion Carries.

Zoning- Zoning Inspector Schulz reported he has had a property owner interested in a conditional use hearing with the BZA. He has also attended the planning commission meeting on the Graham Rd. Ravines subdivision and they are still waiting on an approved development plan. Schulz has also still waiting on the Pickaway Co. Engineer to reply with the list of abandoned alleys in the former village. Schulz reported that he has had several permits since the last meeting.

Schulz told the Trustees that the Zoning Commission had a meeting since the last Trustee meeting and they had questions about what the Trustees are looking at in regards to changing the zoning book. The board discussed the creation of an Ag Estate lot. Schulz said the next Zoning Commission is scheduled for Oct. 29th @ 7:00. The Trustees asked to re-schedule the joint meeting with the Z.C. and the BZA. Jahn mentioned the training that attorney Griggs does for the boards. The other Trustees agreed.

Roads- Road Supervisor Murphy reported that he and Hudson have installed a new Stop Ahead sign on Matville Rd., delivered 48’ of concrete culvert to the Gibson Rd. OPWC project, cut brush from East Alley and delivered the township backhoe to the training ground so the fire dept. could do a clean-up. They also have laid out a new driveway on Matville Rd.

In the shop they have been doing equipment maintenance, they have mowed the ditch for the mens club, and taken the used oil drum for disposal. Murphy will start to winterize the snow plow trucks.

The Trustees discussed the lighted stop signs. Most of the location that were proposed for the signs were in county or state right-of-way’s and therefore the township can’t place signs. The Trustees will contact the property owner at the intersection of Lane and Welch Rd’s to ask about trimming the trees or removing them to give clear sight distance. Jahn told the board that Amazon sells LED stop signs that are much cheaper than the ones that were being looked at.

Cemetery- Wolfe reported a funeral Monday. Murphy and Hudson have the foundations for the headstones laid out for the pour on October 3rd, weather permitting, Wolfe has verified the locations of the foundations. Murphy and Hudson have also been spot mowing the cemeteries and service center.

Wolfe received a call from a lot owners heir in Beckett Cemetery wanting to sell graves back to the township. The graves already have a headstone placed on them. The Trustees decided that the heir will have to pay to have the headstone removed and disposed of in order for the township to re-purchase the graves.

OLD BUSINESS- The Trustees still have not heard anything from the prosecutors office about the remainder of the park property.

The review of the Policies and Procedures manual is tabled until November.

Chief Cline has heard from a representative from AT&T about locating a cell tower on township property. The Trustees are interested in doing this. Cline will remain the contact person.

NEW BUSINESS- Resolution 24-144; Re-Allocation $905.68 from Trustee Staff to Tax Collection Fees in General. Motion by Jahn. Second by Fannin. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.

Resolution 24-145; Re-Allocation $3576.52 from Trustee Staff to Payment to another Political Subdivision in General. Motion by Jahn. Second by Fannin. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.

Resolution 24-146; Re-Allocation $980.75 from Machinery Equipment and Furniture to Tax Collection Fees in Road and Bridge. Motion by Jahn. Second by Fannin. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.

Resolution 24-147; Re-Allocation $90.19 from Salaries to Tax Collection Fees in Fire. Motion by Jahn. Second by Fannin. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.

The Trustees discussed the fenceline on West Ford Rd. on the East end near St. Rt. 104. Jahn said they were too high for the townships arm mower to reach. They will contact Penningtons Tree Service for a price.

With no other business to come before the board Wolfe moved to adjourn. Fannin seconded the motion. Vote; All Yes. Meeting Adjourned.
