Regular Meeting of the Scioto Township Trustees on Tuesday, December 30, 2025 at 7:00 P.M. at the Scioto Township Service Center.
Trustees Present: Chair Fannin, Jahn, Wolfe
Fannin led the Pledge of Allegiance.
Jahn moved to approve the minutes from the December 11th Regular Meeting as corrected. Wolfe seconded the motion. Vote: All Yes Motion Carries.

OPEN SESSION: None
DEPARTMENT UPDATES: Fire-Chief Cline reported a structure fire on Matville Road. No injuries were reported. Cline told the board the brakes have been replaced on Medic 401 along with the tires. Grass 401 has been serviced due to multiple check engine lights. Cline told the board that one of the dispatch towers will be out of service for maintenance on December 31st. Cline request the Trustees adopt new permit and inspection fees for commercial construction.
Resolution 25-176: Jahn moved to adopt the permit and inspection fees for commercial construction as presented by Chief Cline. Wolfe seconded the motion. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.
Jahn asked about turning old Grass 401 into a station truck when a new grass truck is purchased. Cline said that is his intention.
Cline thanked the Trustee Fannin for his support of the Fire Department during his term as Trustee.
Zoning- Zoning Inspector Schulz reported a nuisance complaint at 4585 St. Rt. 316. Schulz has sent a letter. Schulz told the Trustees that the Zoning Commission met on December 16th and approved a lot split and re-zone on the property located at 8023 Snyder Road and a lot split and re-zone on the property located on Matville Road directly across from 9148 Matville Road. There will be a public hearing by the Trustees later this meeting.
Schulz informed the board that the Zoning Commission will hold hearings for lot splits and re-zoning for properties located at 14681 St. Rt. 104 and 4965 Southern Point Boulevard on January 20, 2026.
Schulz has had a complaint about sidewalks in the former village. He has contacted the Prosecutors Office and was told that this complaint is not enforceable. Schulz reported 3 permits since the last meeting. And provided a list of permits for the year of 2025.
Roads- Fannin read the road report. Hudson reported 3 snow events since the last meeting. Hudson and Callahan have also been repairing signs, cleaning tree limbs, picking up trash, doing repairs and maintenance on the equipment.
Fannin has been in contact with the property owner along the Graham Road Edge Project about easements for the road berming. Jahn said the property owner is willing to work with the Township. Jahn will contact the engineers office about rights-of-way and easements along Graham Road.
Fannin said that Burgett Road continues to get worse.
Jahn spoke about limiting parking along one side of the street in Southern Point during snow events. Wolfe will speak to the HOA. Jahn wanted to start working on a road repair list next meeting.
Cemetery- Wolfe has not heard from Dave Cline about the damage done to the Columbarium in shipping.
Zoning Inspector Schulz began the Trustee Hearing for the re-zoning of the property owned by MAP properties from AG to R-1. The first Trustee Hearing was for the property owned by MAP Properties (Palmer) 5.021 Acres from AG to R-1 located on the West side of Matville Rd. directly across from 9148 Matville Rd. Resolution 25-177; Jahn moved to approve the Re-Zoning of the 5.021 Acres owned by MAP Properties on Matville Rd. Wolfe seconded the motion. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.
The next Trustee Hearing was for the property owned by Scott Rouff located at 8023 Snyder Rd. 5.10 Acres from Ag to R-1. Resolution 25-178; Fannin moved to approve the Re-Zoning of 5.10 Acres from AG to R-1 located at 8023 Snyder Rd. owned by Scott Rouff. Jahn seconded the motion. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.
OLD BUSINESS:
JEDD Board- The Trustees must appoint 2 people to serve on the Scioto Township JEDD due to the recent resignation of the current members. Those members will appoint a third member to the board to serve as the Chair. Sherry Ferringer and Kim Britt were in the audience and expressed interest to serve on the board.
Resolution 25-179- Jahn moved to appoint Sherry Ferringer and Kim Britt to the JEDD board to fill the unexpired terms of Stacey Sark and Jason Green. Wolfe seconded the motion. Vote: Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.
The Trustees discussed the Sales Tax Policy presented by the Fiscal Officer.
Resolution 25-180- Jahn moved to adopt the Sales Tax Policy for Scioto Township effective immediately. Wolfe seconded the motion. Vote: Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.
The Trustees discussed the open position on the Zoning Commission. Wendy Sizemore expressed interest on serving the Zoning Commission. The board discussed not currently having a member on the board that has their sole interest in farming.
Resolution 25-181- Jahn moved to appoint Wendy Sizemore to the Zoning Commission to fill the un-expired term of Cory Wasmus to 12-31-26. Fannin seconded the motion. Vote: Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries. The board noted that Nicole Sherrill’s term will fill Steven Scott’s term expiring in 2030.
Clemmons Nelson provided the job posting for the Road Worker II position. Fannin asked that this be discussed with the new board.
The board discussed a base wage for the road worker I and II positions. Jahn said that he would set road worker I @ $ 19.00 per hour. And road worker II @ $21.00 per hour. The Trustees agreed but noted this is subject to change.
Fannin told the board that he has located a CDL class in Iowa that is only a few days long. Fannin will contact them to get a cost.

The board discussed the township website. Resolution 25-194; Fannin moved to remove Cory Wasmus as webmaster effective immediately. Jahn seconded the motion. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.
Resolution 25-195; Fannin moved to make Kim Britt webmaster. Wolfe seconded the motion. Vote; Fannin-yes, Jahn-yes, Wolfe-yes. Motion Carries.
