Joint Meeting of Trustees, Zoning Commission, and BZA on Wednesday, April 2, 2025 at 6:00 P.M. at the Scioto Township Service Center.

Members Present:

Trustee Chair Fannin, Wolfe, and Jahn.  Zoning Commission Members: Chair Weatherhead, Co-Chair Wasmus, and Sherrill.  BZA Members: Chair Kulich, Swisher, Lowry, and Wasmus.

Trustee Fannin, Zoning Commission Chair Weatherhead, and BZA Chair Kulich all called the Meeting to Order.

Trustee Fannin lead the Pledge of Allegiance

Fannin made a Motion to forego the Minutes and Jahn seconded.  Vote:  All Yes

Attorney Pete Griggs was in attendance to answer any questions.

Zoning Chair Weatherhead said that the Zoning Members are working on Solar Panels for the Zoning Book and is almost done and ready to present to the Trustees.

Industrial Use Containers for storage were discussed.  It should be the same as Accessory Structures.  The book needs to clarify what is allowed and what size is permitted.

Fannin discussed Portable Sanitation Units that are self-contained.  They could be used in barns.  Attorney Griggs said to address it if it comes along.

The Variance for a Lot Split on Walker Road was discussed.  They have 300 feet of road frontage and wants to build two houses on it and that would make it a Zoning Violation with only half of the required amount of road frontage.  Both of the Lots would be Non-Conforming.  The owners knew about this issue beforehand.  Attorney Griggs said that you could deny the Variance.  Griggs asked why the required 300 feet frontage.  The Lot has a house on it now and the son wants to live in it while his house is being built and then the father wants to live in it while the second house is being built, which he would live in it.  Griggs said that you cannot have two new houses and existing house also.  If the house is inhabitable post a bond to destroy the house when the other two are built.  Get a Permit when the Bond is issued.

Lowry mentioned putting a road back through with a loop and there would be 600 feet road frontage and then the road would have to be maintained.

If Estate Lots were created maybe it would lessen the burden on the BZA.  It was discussed to make up to 5 acres-R1   5.01-10 acres Estate Lots  10 and over would be Agriculture.

Fannin mentioned changing the Ag Road Frontage to 250 feet.

Planned Districts- You have to do what it says.

There was a discussion on a property owner that may want a subdivision on Matville Road.

Ag Tourism was also discussed.

Attorney Griggs mentioned that someone should get in touch with Holly from Lancaster who is a Professional in Planning and Zoning.  He said that it would be a good idea.

Farm Markets are on Page 43 of the Zoning Book.  You need to make sure that 50% of the products are raised by the owner of the Farm Market.  You need to make sure that the setback is right and that there is enough parking space and that it is a safe area.

The date of the next Joint Meeting will be decided later.

Fannin motioned to Adjourn the Meeting and Wolfe seconded.   Vote:  All Yes
