Regular Meeting of the Scioto Township Trustees; Wednesday October 30th, 2024 @ 7:00 P.M. at the Scioto Township Service Center.

Trustees Present; Chair Jahn, Fannin, Wolfe.

Wolfe led the Pledge of Allegiance.

Fannin moved to approve the minutes from the October 17th Regular Meeting. Jahn seconded the motion. Vote; All Yes. Motion Carries.

Reports made available; Fund Status, Payment Listing, Receipt Listing.

Bills since the last meeting m$182,538.59. Receipts since the last meeting $53,147.61.

I certify there are sufficient funds to pay the bills.

Fannin moved to pay the bills. Jahn seconded the motion. Vote; All Yes. Motion Carries.

OPEN SESSION; Michael Pennington from Penningtons Tree Service was in attendance to discuss tree issues along township R-O-W’s that need attention. The Trustees want to look at the issues before the accept the quotes from Pennington. They will discuss the matter further next meeting.

DEPARTMENT UPDATES; Fire-Chief Cline reported that Pickaway Co. has a new EMA director, Tiffany Nash. Cline presented the Trustees with a bid sheet for the new barn at the fire station for their recommendations, he will send it to attorney Griggs after discussion. Cline reported that part-time firefighter Mike Haughey is resigning due to not being able to fulfill his hour commitment to the department. Resolution 24-158; Jahn moved to accept the resignation of Mike Haughey. Fannin seconded the motion. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries. Cline would like to hire Jeremiah Fabbro to fill his part time position. Resolution 24-159; Jahn moved to hire Jerimiah Fabbro as part time firefighter. Wolfe seconded the motion. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.

Cline told the board that he is working on his continuing education for recertification as medic, inspector and instructor. Cline told the Trustees that the grass is currently being repaired, he also told the board that the department would be handing out candy for Halloween.  

Zoning- Zoning Inspector Schulz reported that the Zoning Commission met on Oct. 29th and agreed to work on Residential Solar in the zoning book. They are waiting on the Trustees on how to proceed on the remainder of the changes that the board would like to see in the zoning code. Schulz is waiting on the county and the property owner to get everything finalized for the conditional use hearing on Coontz Rd. Schulz told the board that there was a meeting concerning the Graham Rd. Ravines subdivision on the 17th. The planning commission denied a sketch from the developers that does not meet Scioto Townships or Pickaway Co’s development standards. Neither Schulz or Jahn has heard anything from the engineers office about the vacated alleys in the former village.

Schulz told the Trustees that Griggs will be at the joint meeting on December 11th. Fannin said that he would like to see a quarterly joint meeting. Jahn said that he would like to have Griggs host a training meeting. Schulz told the board that he has had 3 new applications since the last meeting.

Roads- Road Supervisor Murphy reported that he and Hudson have been working on the last round of mowing township ditches. They cleaned up a dead Ash tree on Thrailkill Rd. They cleaned up litter on township roads and repaired a sign on Matville Rd. that was damaged. In the shop they have been working on equipment maintenance. Jahn received a quote about the connector streets in Southern Point. He will look at different quotes.

Cemetery- Wolfe reported that cemetery clean-up is Nov. 1st. Murphy and Hudson have been working on the final mowing of the year.

OLD BUSINESS- The Trustees have not heard anything from the owners of the post office regarding the remainder of the park property.

They have not heard from Mr. Cline about the prices of the columbariums, they discussed installing a new road in Beckett cemetery to the west of the new section for the columbariums.

NEW BUSINESS- The Trustees discussed the USDA loan and the requirement for a single year audit that will cost the township $10,000.00 a year until the loan is paid off. The board asked Brill to find out if this is in fact a requirement of the loan. The board also discussed the requirement that the township also comply with the LEP executive order that was signed into effect by President Biden on August 12th of 2024. Brill has completed the Section 504 Grievance Procedure requirement and contacted Griggs for his review and it is ready for adoption. Resolution 24-160; Jahn moved to approve the Section 504 paperwork for Scioto Township. Fannin seconded the motion. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries. 

The Pickaway Co. Engineer sent Jahn paperwork concerning the R-O-W access for AEP to work along twp. roads. Resolution 24-161; Jahn moved to approve the R-O-W access form for AEP. Fannin seconded the motion. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.

Resolution 24-162; Approve PO and Payment to GPD for $10,190.89. Motion by Jahn. Second by Wolfe. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.

Resolution 24-163; Approve PO and Payment to Darby Creek Excavating for $11,600.00. Motion by Jahn. Second by Wolfe. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.

Resolution 24-164; Re-Allocation $7600.00 from Uniform Tool and Equipment Re-Imbursement to Buildings in Fire. Motion by Jahn. Second by Fannin. Vote; Jahn-yes, Fannin-yes, Wolfe-yes. Motion Carries.

With no other business to come before the board Wolfe moved to adjourn. Fannin seconded the motion. Vote; All Yes. Meeting Adjourned.
